It has been a long time that we are obliged to elect the head of the enlarged Vanadzor community, but we simply do not fulfill the duty imposed on us by the legislation. Let me remind you that the judicial injunction, as a result of which we were illegally deprived of the right delegated to us by the people of Vanadzor to elect the head of the community, has long since disappeared. The right to elect the head of the enlarged community of Vanadzor does not belong to the council of elders, but to the people of Vanadzor, and choosing a head of the community for the council of elders is a duty that we have undertaken by the direct vote of the people of Vanadzor.
The government acting with legislative and judicial tricks managed to prevent us from carrying out the vote of Vanadzor residents for two years, but this problem was finally resolved by the last court instance and now we not only can, but also have to call the first session of the council of elders and elect a community leader. Failure to do this is a violation of the legislation, which, as we see, has been happening for a long time.
Therefore, if we are not able to fulfill the task of Vanadzorts to elect a community leader, then we must consider and accept that we are powerless and illegitimate, and in that case, our activity cannot continue with this composition of the council of elders. Therefore, it is necessary for Vanadzorsi to decide which of us should deal with what in the future. Vanadzortsi should decide who among us deserves to be part of the council of elders, and who has lost confidence in the past years.
The only solution to the above is new elections, because the will of the people of Vanadzor to regulate and improve community life cannot be exported by the arbitrariness of any government or its leader. Vanadzortsi is the owner of his own vote and will be able to take decisions on his own.
Leaders of the faction of the Vanadzor community council of elders, dear members of the council of elders, from this moment on, consider that as the leader of the “Homeland” faction, I am officially addressing you, each of you, proposing to take the necessary measures to elect the mayoral candidate who enjoys the trust of the majority of Vanadzor residents or to hold new elections for the community council of elders in Vanadzor. and thus it will be possible to return his vote to the Vanadzor resident.
We announce that we are ready to start discussions on the issue of restoring democracy and constitutionalism in Vanadzor. We are convinced that the problem should be solved by the efforts of the councils of all factions of Vanadzor community, so I expect the official response of all factions of Vanadzor community to this call.
