Acting Prime Minister Nikol Pashinyan today participated in the regular session of the Eurasian Economic Supreme Council, which was held in the format of a video conference.

The President of the Russian Federation Vladimir Putin, the President of Belarus Alexander Lukashenko, the President of Kazakhstan Kasim-Jomart Tokayev, the President of Kyrgyzstan Sadir Zhaparov, the President of the Republic of Uzbekistan Shavkat Mirziyoyev as an observer in EAEU and the President of the Republic of Cuba Miguel Mario Diaz-Canel Bermudez also participated in the meeting. “Dear heads of state,

Dear participants of the session,

I am pleased to welcome you to the first session of the Eurasian Economic Council, the first session of this year, and I wish all of us meaningful and fruitful work.

I am glad to welcome to our session the Honorary Chairman of the Eurasian Higher Economic Council Nursultan Abishi Nazarbaev.

I would also like to sincerely welcome the leaders of the observer states of the Eurasian Union, the President of the Republic of Uzbekistan Shavkat Miromoni Mirziyoyev and the President of the Republic of Cuba Miguel Mario Diaz-Canel Bermudez.

Dear participants of the session,

within the framework of the agenda of today’s meeting, I would like to address some issues, which, from our point of view, are important for the development of integration processes.

We attach great importance to the formation of a common gas market for the Union. We consider it necessary that within the framework of the international agreement, not only the pricing and tariff formation approaches in the common gas market of the Union should be agreed, but also the gas transportation tariffs from third countries, for domestic consumption, should be defined on the basis of transparency and non-discriminatory approach.

It is important to continue working to identify and remove barriers and restrictions to mutual trade. This work, without exaggeration, is carried out throughout the existence of our Union. Despite the differences in positions and some objective difficulties on the way to creating a fully unified market for goods and services, we continue to look for constructive solutions, which are reflected in the report.

We consider the 2021-2022 budget of the Union member states as a tool to adapt to the demands and challenges of the time. consistent implementation of the main guidelines of macroeconomic policy.

The rate of recovery of our countries’ economies will be largely determined by the effectiveness of the implementation of the main provisions laid down in this document, including the creation of favorable conditions for the recovery of entrepreneurial activity and the expansion of the opportunities of the internal market of the Union. I think this point of view is also shared by our other colleagues.

The formation of unified approaches to conduct a coordinated foreign trade policy, which will correspond to the interests of each member state and the entire Union, is a key component of ensuring Eurasian economic integration.

Today, we can confidently say that the agreements on free trade and trade-economic cooperation between the EAEU and third countries have proven to be in demand.

From this point of view, we once again reaffirm our readiness to continue the implementation of joint programs and purposeful and consistent work in the direction of popularizing the idea of ​​Eurasian economic integration and increasing its international reputation.

We consider it important to continue working towards the creation of a legal framework guaranteeing the interests of the Union and its members in international trade.

Armenia reaffirms its commitment to the further deepening of cooperation between the member states of the Union in the field of healthcare, aimed at improving the health of the population, strengthening cooperation and collective strategic partnership in the prevention and fight against diseases, as well as protecting the common interests of the member states of the Union in the international arena.

In this context, I would like to mention the importance of developing an action plan aimed at increasing the level of security of the Union member states with drugs of strategic importance and pharmaceutical substances for medical use, the production of which should be ensured in the Union.

I am sure that further joint and coordinated actions of our countries in the direction of development of cooperation in the field of healthcare and pharmaceutical production will have positive results.

I believe that today, more than ever, it is necessary to develop financing mechanisms for integration projects, involving more actively state resources and supranational institutions of EAEU development in these problems, including through the creation of Specialized investment funds.

In addition, I think everyone would agree that the strengthening of human capital and technological development are key factors in the sustainable economic growth of our economies. In this regard, the importance of accumulating human capital in the Union in order to create a more reliable innovative ecosystem, including through the deepening of integration processes in education and scientific and innovative activities, is indisputable.

Taking into account that currently the regulatory tools of the Eurasian Economic Commission in the field of education are limited, I propose to study the issue of creating a platform for academic mobility in the field of EAEU industry and agro-industrial complex.

In my speech, I would also like to touch on the topic of the Union’s digital agenda, which is of primary importance for Armenia. In this regard, I would like to mention the first joint digital project of the EAEU, which will be put into industrial operation on July 1 of this year, the unified search system “Employment Without Borders”. Thanks to this project, new job opportunities will be created for citizens of the Union, both in their territory and in the territory of the “five” countries. For employers, the list of staffing search platforms will grow. And for the member countries, modern and effective digital tools for the development of the labor market of the Union will be introduced.

In conclusion, let me thank you for the work done. The dynamics and duration of economic recovery after the shocks caused by the pandemic will largely depend on the willingness to cooperate closely in the process of developing mechanisms and tools appropriate to the new conditions.

I am sure that the result of equal and mutually beneficial dialogue, coordinated and coordinated actions on the EAEU platform will not take long.”
