♦ A revaluation of pensions of 4.9%

According to the agreement reached by unions and employers’ organizations on the night of Wednesday October 4 to Thursday October 5, the pensions of Agirc-Arrco, the supplementary scheme for the 13 million retirees in the private sector, will be increased by 4.9%. from November 1st.

Concretely, this corresponds to an increase of €14.75 per month for a pension of €301, the average amount received by retired women. With the 5.2% increase in basic pensions decided by the government on January 1, 2024, the average overall pension of retirees will thus be increased by €51.67.

For men, whose average pension amounts to €573, this corresponds to an average increase of €28, and €80.68 from January with the increase in general system pensions.

For the period from November 2024 to November 2026, the social partners agreed on an underindexation of 0.4 points compared to inflation. The board of directors of Agirc-Arrco may, however, increase the increase in inflation depending on the finances of the plan which adheres to a “golden rule”: always have a reserve of six month of payments.

♦ The removal of the “penalty”

The pension reform should significantly improve the accounts of Agirc-Arrco (22 billion additional euros over fifteen years), the unions also obtained the abolition of the “malus” system, the reduction of 10% for three years of pensions of those who chose to retire as soon as they met all the legal conditions (minimum retirement age and number of quarters contributed).

This removal will come into force from December 1 for new retirees, and from April for current retirees who will not have the penalty already deducted returned.

The bonus system (10% increase in pensions for those who work two additional years after having fulfilled the legal conditions, + 20% for 3 more years and + 30% for 4 additional years and beyond) is for its part maintained.

♦ End of non-receipt of a State levy

While the government wants Agirc-Arrco to contribute 1 to 3 billion euros to the increase in the contributory minimum (small pensions) provided for by its pension reform, unions and employers have explicitly chosen not to provide for either « convention » in “financial pipe to the State”.

They nevertheless planned to work on measures to “solidarity” internal to the regime, via a working group, planned to be completed by mid-2024.

If the Confederation of Small and Medium Enterprises (CPME) regretted that this agreement does not directly refer to small pensions, with the risk that the State will choose to help itself from the coffers of Agirc-Arrco via the Social Security financing bill, the CFTC ensures that these solidarity measures will be directed towards “those who have less than 85% of the minimum wage and depend on Agirc-Arrco”.

To apply, the agreement between the social partners must be signed before Wednesday by each of the unions and employers’ organizations. If the CPME, the CGT and Force Ouvrière expressed reservations, the Medef and the CFDT judged the text ” balance “.
