Whitelee Windfarm to Double Capacity in £1.5 Billion Repowering Project

Scottish Power announced a £1.5 billion plan on July 22, to repower the Whitelee Windfarm in Scotland. The project will replace 215 older turbines with 124 larger models, nearly doubling the facility’s capacity to around 1 gigawatt and providing enough electricity to power approximately 650,000 homes by 2035.

Repowering the UK’s Largest Onshore Wind Farm

The Whitelee Windfarm, located in East Renfrewshire, is set for a massive technological overhaul. First commissioned in 2008 and officially opened in 2009 by then-First Minister Alex Salmond, the site currently stands as the largest onshore wind project in the UK. Scottish Power, the project’s operator, confirmed that the existing 215 turbines—many of which are reaching the end of their 20- to 25-year operational lifespans—will be decommissioned and replaced by 124 new, significantly taller units.

This transition to fewer, larger turbines is intended to maximize energy output within the existing footprint. According to reporting from Reuters, the upgrade will boost the site’s capacity from 533 megawatts to approximately 1 gigawatt. Scottish Power CEO Keith Anderson emphasized the necessity of the project, noting that repowering the site was “critical” for its future.

“At this critical moment in the push for home-grown clean, green energy, it’s important we don’t go in reverse and lose the clean capacity that’s been hard-earned over the last two decades as it comes to the end of its operational life.”

Landscape and Environmental Considerations

The scale of the new infrastructure has drawn attention due to the height of the proposed turbines. While current models reach up to 140 meters at the blade tip, the replacements could extend well above 240 meters. Addressing concerns regarding the visual impact on the Scottish landscape, Anderson stated that the site’s history as a former commercial forestry area provides important context.

“They will be bigger and taller, but you need to put that in context of the landscape. It’s a huge open area which was covered with commercial forestry, a lot of which we’ve taken away. We’ve turned the environment back to actually more of its natural state.”

Scottish Power intends to execute the repowering process in three phases, a strategy designed to ensure that the public can maintain access to the site’s visitor center throughout the construction period. The project is scheduled to commence around 2030, with full completion expected by around 2035.

Financial Context and Energy Debt

The announcement of the £1.5 billion investment coincided with the company reporting a significant rise in half-year earnings. Parent company Iberdrola recently announced a 22% increase in first-half net profits, reaching €4.34 billion ($4.95 billion). Despite the positive financial outlook for the utility, Anderson highlighted broader economic pressures facing the energy sector, specifically the rising burden of household energy debt.

Industry group Energy UK has projected that consumer energy debt could reach £7 billion by the end of the year.

“We need to take away some of that old debt burden because people clearly just can’t afford to pay it. Put it into a fund, securitise the fund, and have that fund repaid over 10-15 years.”

Despite these high-level political anecdotes, the technical and operational trajectory for Whitelee remains focused on capacity upgrades. For Scottish Power, the project represents a long-term commitment to replacing aging assets with more efficient technology, effectively doubling the site’s energy output without expanding its land use. As the 2030 start date approaches, the company must balance the logistical challenges of transporting and installing the new, larger turbines while maintaining the site’s status as a key component of Britain’s renewable energy infrastructure.
