Minister of State for External Affairs V. Muralitharan’s response to this was: “The 49th session of the UN Human Rights Council, held in March 2022, adopted a resolution by referendum to urgently establish an independent international commission of inquiry.

A resolution on human rights and international humanitarian law violations, related crimes, abuses, facts, circumstances and root causes of human rights violations, in particular ending impunity and affirming it.

India did not vote on the resolution in view of our policy and keeping in mind the diplomatic process and the circumstances prevailing there.

Since the start of the conflict in Ukraine, India has been calling for an immediate cessation of hostilities and violence. India has spoken to the Prime Minister of Ukraine and the President of Russia several times and expressed its position.

India has called on both sides to return to the path of peace through dialogue.

And India has expressed its support for all diplomatic efforts to end the conflict.

India also provides humanitarian aid to Ukraine and its neighboring countries. In this regard, as the Minister of External Affairs, two reports have been published in Parliament on March 15, 2022 and April 06, 2022 respectively”.
