Île-de-France, Normandy, Centre-Val de Loire… The registration certificate (ex-carte grise) paid when purchasing a vehicle will cost more in 2024 in certain regions and this news will not delight motorists.

Today, the price of the certificate is calculated from a fee and taxes. Its cost is therefore divided into several taxes, including a regional one which will be revised upwards. in several territories. The regional tax on registration certificates, the regions’ third tax revenue behind VAT and the internal consumption tax on energy products (TICPE), is the main lever on which the regions can still use. “Part of the registration tax has always returned to the region and therefore each votes its own rate”, call back to TF1 Sophie Alexander, tax lawyer at the CADJI law firm.

In Normandy, from January 1, 2024, the price of the tax horse – which is included in the calculation of the price of the registration certificate and which the regional councils have the power to set within the limit of 60 euros – will increase from 35 to 46 euros, an increase of 31%.

The Normandy region, led by the centrist Hervé Morin, justifies this increase by future investments in the railway sector. “The increase in the price of this registration card means an additional 45 million euros to solely finance our massive rail investment programs […] to be able to modernize the entire Normandy network”, Virginie Carolo-Lutrot, vice-president in charge of Finance at the Normandy Regional Council, explains to TF1.

Brittany, Center and Ile-de-France on the podium

Île-de-France is also one of the regions where the price will be increased next year. Thus, the tax horse rate will increase in 2024 from 46.15 euros to 54.95 euros, reports Les Echos. This notable modification must first be submitted to a vote by regional elected officials in December in plenary session.

“Despite significant savings which will still be made this year, the Île-de-France region needs to compensate for its loss of resources with additional revenue to finance its obligatory expenses”, justified the community chaired by Valérie on Thursday, November 30. Pécresse (Les Républicains) on the occasion of the presentation of its 2024 Budget.

It will use it for “improving transport, including the road plan of tomorrow and the doubling of the express coach network”. As Les Echos points out, this measure should allow it to find a product from the regional tax on the registration document at the same level as 2019 – before the health crisis which caused registrations to plunge -, with an expected amount of 358 million euros in 2024.

This 19% increase will make Île-de-France one of the regions where horses are the most expensive, just behind Brittany and its 55 euros, but far ahead of Hauts-de-France (36.20 euros) and Corsica (27 euros). This should also be the case in Centre-Val de Loire. An increase of 5.20 euros (+10.4%) is planned in this region chaired by the socialist François Bonneau, as was announced last October during the budgetary orientation debate. Unchanged since 2017, the amount of the tax horse is currently 49.80 euros in this region, and should therefore increase to 55 euros.

In January 2023, indicates Les Echos, the amount of the tax rate had increased by 3 euros in Pays de la Loire, 4 euros in New Aquitaine and 1.50 euros in Hauts-de-France. Brittany also increased it by 4 euros on May 1, while it was also increased from 44 to 47 euros on September 1 in Occitania.
