During the discussion of the project on making additions and changes to the law “On Military Service and the Status of Servicemen”, the author of the project, Hayk Sargsyan, noted that after the completion of 27 years, male citizens who have not served in the army up to the age of 37 can be exempted from compulsory military service by paying 2.5 million drams to the state budget.

Hayk Sargsyan mentioned that since 2004 there has been an opportunity to avoid service in the army, to get rid of responsibility. “It gave an opportunity to pay 100,000 drams to the state budget, and later 200,000 drams, to get rid of criminal responsibility for citizens who evaded the army,” he said and noted that at the end of the 2000s, 10,000 citizens used this law and were freed from serving in the army for 14 years.

According to him, there was no regulation of the law after 2019.

“Until 2021, citizens did not have the opportunity to get rid of guilt either by serving or by paying money, and in 2021, a law on amnesty was adopted, which 1,360 citizens took advantage of and returned to their homeland. Hayk Sargsyan mentioned that they did not serve any day and were released from criminal responsibility, which marked the inequality between them and those who served in the army.

“Amnesty cannot be done anymore,” he said.
