Lithuania Stands Firm Against Belarus Amidst Escalating Hybrid Warfare Tactics

Lithuania is refusing to yield to pressure from Belarus, vowing to maintain a firm stance against escalating hybrid warfare tactics, including the purposeful disruption of civilian air traffic and border security. The commitment comes as Vilnius prepares to fully close its remaining border crossings with Belarus and authorizes the military to intercept and neutralize incoming airborne threats.

Recent weeks have seen a significant uptick in provocative actions originating from Belarus, most notably the repeated deployment of contraband-laden balloons into Lithuanian airspace. These incidents have forced the temporary suspension of flights at both Vilnius and Kaunas airports on multiple occasions, disrupting travel and raising serious security concerns.

“We must not fall into these propagandistic traps,” stated a senior government official on Wednesday, responding to concerns raised about potential concessions to Minsk. “We certainly know what we are doing and understand the reasons why Belarus is acting this way. They want us to review our sanctions policy, to continue doing what they are doing… and face no consequences.”

The escalating tensions stem from Belarus’s apparent attempt to coerce Lithuania into easing sanctions imposed in response to its support for Russia’s invasion of Ukraine and its own internal repression of dissent. According to reports, Belarusian authorities are seeking a rollback of restrictions while continuing their destabilizing activities.

One analyst noted that a member of the Lithuanian parliament, Raimundas Žemaitaitis, suggested the balloon incursions were a direct result of Vilnius’s lack of diplomatic channels with Minsk. Žemaitaitis argued that without open interaction, Belarus resorts to such measures.

However, Foreign Minister K. Budrys vehemently rejected the notion of negotiation, characterizing it as a sign of weakness. “It’s not about foreign policy,it’s about a serf mentality,” he declared. “About what do we negotiate? They are putting pressure on us. Disrupting peaceful life, creating problems for us so that we come and make concessions? This is about hostage-taking – our citizens are being kidnapped and imprisoned under inhumane conditions simply because they want something.”

Budrys emphasized the need for a robust deterrence policy. “Deterrence must work. If you cannot stop the activity, you must respond so severely that it does not happen again. We have learned this over more than 30 years in Lithuania, and I think we have learned it.”

The government’s response is multi-faceted. On Wednesday, the Lithuanian government announced its intention to close the remaining border crossings at Medininkai and Šalčininkai, effectively sealing the land border with Belarus. This decision, approved by the National Security Commission on monday, follows previous closures and reflects a growing assessment of the threat posed by Minsk.

Furthermore,the military has been authorized to employ “kinetic measures” – a term suggesting the use of force – to bring down the contraband balloons. Law enforcement and border guard agencies will also increase collaboration to combat smuggling operations.

The Foreign Minister underscored that appeasement is not an option. “We shouldn’t imagine that these issues can be resolved over the phone. Any calls for concessions to Belarus – I want us to one day get rid of this serf mentality,straighten our backs,look our opponent in the eye with dignity,and do what needs to be done.”

He drew a stark analogy, stating, “The mindset that they will stop hitting me if I ask them not to, if I lower my eyes, and all this will end – it must end. We are a dignified state that is able to solve problems, and we will solve this situation as well.”

According to ELTA, the disruptions caused by the balloons have been ongoing for the past week, impacting air travel and prompting temporary closures of border checkpoints on multiple evenings.

Lithuania’s firm response signals a clear determination to resist external pressure and defend its sovereignty in the face of escalating hybrid warfare tactics. The nation appears resolute in its commitment to a policy of deterrence and a refusal to negotiate under duress.
