The meeting on the validation of the draft decree on the modalities for the implementation of the public-private partnership by local authorities in Burkina Faso took place this Tuesday, June 27, 2023 in Ouagadougou. The National Assembly gave its discharge on the law on the legal and institutional framework of the Public-Private Partnership (PPP) in Burkina Faso on June 25, 2023. It is in this context that the ministry in charge of the budget organized a meeting to validate the various decrees for its implementation, this Tuesday, June 27, 2023.

The Minister Delegate in charge of the budget, Fatoumata Bako/Traoré, made it clear that public-private partnerships are important for closing the financing gap for the supply of public services. “Faced with the insufficiency of internal resources, public-private partnerships have appeared necessary to contribute to the reduction of the significant infrastructure deficit necessary for the supply of public services for the benefit of the populations”, she indicated.

Listening to him, the choice of carrying out investments through the public-private partnership was established by the choice to resort to the expertise and know-how of the private sector.

For her, this choice is made within the framework of the diversification of development sources, which thus reflects the government’s desire to strongly involve the private sector in the implementation of its investment program at both central and decentralized levels.

“This project is seen as a strategy for financing public infrastructure, thus offering the State and local authorities a unique way to combine the strengths of the public and private sectors, by taking advantage of public resources thanks to the efficiency and private sector capital. specified Fatoumata Bako.

She added that this draft decree was drawn up by the public-private partnership union, in collaboration with the ministry in charge of territorial administration, the regulatory authority for public procurement and all the structures intervening in the chain of public procurement.

Indeed, the draft decree on the terms of implementation of the public-private partnership by local authorities in Burkina Faso will set the conditions that can be used by the entities concerned. The project consists of 11 chapters and 44 articles.
