Under the Ministry of Industrial Development, Commerce, Crafts and Small and Medium Enterprises, the Council adopted two draft decrees. The first relates to the creation of a mixed economy company for the manufacture of military and paramilitary clothing products and those of private industrial structures and professional establishments.
The second decree relates to an authorization granted to the Burkinabè Textile Fiber Company (SOFITEX) for its participation in the share capital of “IROTEX Burkina”, created for the industrial processing of cotton. The new industry will conquer the domestic market but also that of the sub-region and even the rest of the world, explained the minister in charge of trade Serge Gnaniodem PODA.
On behalf of the Minister of the Economy, Finance and Foresight, the Council adopted a report amending the texts regulating public procurement. According to Minister Aboubakar NACANABO, the need to adapt the texts to the current context was essential; hence this bill which should make it possible to “modernize the system for implementing public contracts and to have texts which meet international standards and allow the administration to be able to carry out public contracts in good conditions”, he clarified.

On behalf of the Ministry of Justice and Human Rights, responsible for Relations with Institutions, Keeper of the Seals, the Council adopted a guidance document in criminal matters called “criminal policy” which brings together all of the processes defined by the government to effectively combat delinquency and the criminal phenomenon. Minister Edasso Rodrigue BAYALA maintained that the document will increase the accessibility of justice to litigants and strengthen the fight against crime.
Under the Ministry of Agriculture, Animal and Fisheries Resources, three reports were adopted. The first is a decree amending the one establishing the Burkinabè Cashew Council, the institutional anchoring of which lies with the ministry in charge of agriculture. The second decree concerns the Burkinabè Food Sovereignty Fund which “aims to optimize all funding granted to the agropastoral and fisheries value chain”, indicated Minister Ismaël SOMBIE.
The latest decree concerns the concession and leasing of the Cissin dairies in Ouagadougou and Fada N’gourma as well as ten fish farming stations.
