On Saturday, April 20, the US House of Representatives voted overwhelmingly for a bill to provide assistance to Ukraine. It includes a $61 billion aid package.

The House of Representatives also approved the transfer of frozen Russian assets worth $8 billion to Kyiv. In addition, an aid package for Taiwan was approved.

Now the adopted bills will be transferred to the Senate. If approved, they will be signed by US President Joe Biden.

According to the document, a third of these funds, that is, $23.2 billion, will be left in the United States and used to replenish American reserves. Another $13.8 billion will be spent on purchasing advanced weapons systems, defense products and defense services for Ukraine. An additional $11.3 billion will be allocated for ongoing U.S. military operations in Europe, and $26 million will be allocated for continued oversight and accountability of assistance provided to Ukraine.

This bill also provides for a loan of $7.85 billion in direct financial assistance to the state budget of Ukraine. However, this loan will be written off by the US President only after the US elections, scheduled for November 5, 2024.

In addition, the bill obliges the US President to immediately transfer ATACMS long-range missiles to Ukraine. However, the President retains the right to refuse this transfer if it would jeopardize the national security of the United States.

The bill to allocate $61 billion is a “lifeline” for Kyiv amid an acute shortage of ammunition and weapons.
