Statement of the Armenian National Congress
“On March 12, the Parliament of the European Union adopted a non-binding resolution for the European Commission, declaring that “if Armenia is interested in receiving the candidate status, it could be the basis for a phase of transformation in EU-Armenia relations.”
Responding to the adopted resolution, Prime Minister Pashinyan stated: “I hope that the political forces of the Republic of Armenia, non-governmental organizations, different layers of society, citizens will express their attitude towards this message from the European Parliament…”
Considering that Pashinyan is turning to the political forces of Armenia with the expectation of expressing a position on the issue, the Armenian National Congress announces.
1. Recently, the conflict between the West and Russia, which has escalated to a dangerous level, threatens global and regional security, undermines international law, which is already insufficient for conflict resolution, and the effectiveness of its global institutions, which, in addition to the reckless policy of the Armenian authorities, has caused unprecedented threats. for the sovereignty and territorial integrity of our country.
2. In such a situation and in such a period, the application for the status of a candidate for membership of the European Union, if it takes place in the context of the deterioration and rupture of relations with the Russian Federation, may violate the balance policy pursued by Armenia historically and cause serious risks related to the resistance of regional players, which they equally concern the vital interests of our security and economic security.
3. The experience of Ukraine, Georgia and Moldova should have shown what huge losses of human life, territory and economy were associated with the steps taken in an inappropriate environment and at an inappropriate time. Those risks multiply in today’s unprecedented situation of global conflict.
4. The authorities of Armenia are obliged to present to the public a detailed calculation of the threats, challenges and risks arising as a result of officially applying for the status of a candidate for membership of the European Union, as well as a detailed justification of the existence and possibilities of the guarantees and alternatives necessary to overcome them, necessary to overcome all challenges in the field of security and economy. a realistic program of events. This work can be done only by the government, because only it possesses the necessary information for the development of these calculations and the plan, including diplomatic negotiations, military and economic resources and guarantees of compensation related to their potential losses.
5. The fact that the authorities do not come up with such calculations and plans, and instead turn to the political forces of the country with a proposal to present a position, once again shows that they refuse the constitutional function of leading, avoid the responsibility of making fatal decisions and the whole have relied on a close-minded method of manipulating the emotional outbursts of the public. This way of working once again proves that we are dealing with a government that is absolutely incompetent in state management and strategic planning, guided exclusively by superficial crowd-pleasing passions, selfish goals and adventure.
6. In the environment of stormy geopolitical and regional conflicts, the final results of which cannot be accurately predicted, it is in the vital interest of Armenia to conduct a balanced policy, which will allow, on the one hand, to keep our country away from the catastrophic danger of turning into a battlefield between superpowers, and on the other hand, to improve relations with all directions and become a hub of peaceful and stable cooperation and investments”.
