The Libyan request also confirmed that “the behavior of Israel and all its agencies against the Palestinians in Gaza is a violation of its obligations under the Genocide Convention.”
The court added in its statement that Libya’s announcement of its intervention focuses on the correct interpretation of the provisions related to the duty not to commit and prevent genocide, and the obligation to punish genocide in Article 1, noting that, according to Article 83 of the court’s regulations, both South Africa and Israel were invited to submit Written notes on the Libyan intervention announcement.
