Under the Presidency of Faso, the Council adopted a decree establishing, assigning, organizing and operating the Burkinabe Atomic Energy Agency (ABEA). The Minister of State, spokesperson for the Government, Jean Emmanuel OUEDRAOGO declared that ” clearly indicating that this achievement will guarantee the energy independence of Burkina Faso, the industrialization of the country and facilitate access to electricity throughout the national territory ».
On behalf of the Ministry of Industry, Commerce and Crafts, the Council adopted two reports. According to Minister Serge Gnaniodem PODA, two decrees are included in the first report. The first is the transfer of the Artisanal Villages to the Ouagadougou International Craft Fair (SIAO). Regarding the second decree, it includes a minor change to the statutes of the SIAO to take into account the Craft Villages transferred to it.
The second report concerns a decree that creates a mixed economy company called the Rail Manufacturing and Laying Company (Faso Rails), whose headquarters will be in Bobo-Dioulasso. “The creation of this company is in line with the vision of His Excellency the President of Faso, who ordered the government to work to establish a railway network, at the national level, which can connect the different capitals of the province. », the Minister supported PODA.

With a production cost of about 70 billion FCFA, the establishment of the company is expected in 18 months, with a capital of 10 billion FCFA, 75% of which is owned by the State and the other 25% open to the private sector.
As the Ministry of Economy and Finance, the Council adopted a decree establishing the terms and conditions to cover the specific services of public officials and resource persons. According to Minister Aboubakar NACANABO, “ these are services related to the organization of international events, services that require resource persons outside the administration, services related to training, and everything related to the organization of competitions, the management of certain activities in professional schools and universities ».
In addition, the Council, on behalf of the same ministry, adopted a decree that lays down conditions and detailed rules for the execution and remuneration of the close protection services carried out by the personnel of the National Police and the National Gendarmerie for the benefit of individuals. For the Minister of Security, Commissioner of the Police Department Mahamadou SANA, this decree not only regulates the matter, but also allows the State to now have control over the secondment of this personnel.
On behalf of the Ministry of Health, the Council agreed to free health care and health services from mobile clinics in Burkina Faso. According to the Minister of Health, Robert Lucien Jean-Claude KARGOUGOU, if this decree is adopted it will be possible to improve the financial accessibility of the target populations to these health services. He specified that this free care involves mammography and screening for precancerous lesions in the cervix.
