PTA Chairman Hafeezur Rehman emphasized that the 5G auction is expected to significantly improve the quality of mobile services and data speeds across Pakistan. “Around 50 million new users have been added in the system during the last five years, but only 10MHz was increased in the 2021 spectrum auction,” Rehman stated. The increased spectrum availability will alleviate network congestion and provide a better experience for consumers. Operators have likewise been granted a year to produce necessary capital investments without requiring upfront spectrum payments, allowing them to prioritize service quality improvements.
However, these incentives come with increased obligations for operators. They will be required to expand 5G coverage beyond the major cities of Islamabad, Karachi, Lahore, Peshawar, and Quetta. The fiber-to-the-site ratio will also be increased from 20% to 35% by 2035. Rehman noted the importance of avoiding a repeat of the delays seen with 5G, and emphasized the need to prepare for future technologies like 6G.
Smartphone Manufacturing and Infrastructure Development
The rollout of 5G isn’t just about spectrum allocation; it also requires supporting infrastructure and devices. Local manufacturing of 5G-enabled smartphones has already begun in Pakistan, with approximately 500,000 to 600,000 units produced to date. Telecom operators have also reportedly placed orders for 5G equipment. The PTA is also exploring options for spectrum sharing and relaxing certain regulatory terms to further facilitate network expansion.
Beyond the initial rollout, the PTA is also focused on improving 4G services. Minimum download speeds for 4G will be increased to 20 Mbps in 2026-27 and 50 Mbps by 2030-35. For 5G, initial minimum download speeds will be 50 Mbps, rising to 100 Mbps by 2030-35, with latency targets reduced to 35 milliseconds. Upload speeds will be benchmarked at 20% of download speeds for both technologies.
