The Bureau of Reclamation warned that Lake Powell could fall so low by spring 2027 that it reaches minimum power pool level, which would cripple hydropower production at Glen Canyon Dam.

The crisis threatens electricity for millions. The Hoover Dam’s hydropower, which once powered 1.3 million homes annually, has declined to a 22-year low, according to the Los Angeles Times. If Lake Mead drops below 1,035 feet—its 1930s-era level—70% of the dam’s power output could be lost, forcing higher electricity costs for residents. The hydraulic conditions are upending essentially a century of pretty milquetoast, run-of-the-mill power purchase agreements, said Kyle Roerink of the Great Basin Water Network.

Political Stalemate and Federal Intervention

Seven states—Arizona, California, Nevada, Colorado, Wyoming, Utah, and New Mexico—remain deadlocked over water cuts, with the Trump administration threatening unilateral action. California, Arizona, and Nevada have offered to reduce their usage by 1.6 million acre-feet annually, but federal officials are considering cuts twice as large, according to CBS News. In the last year alone, they've increased their use over the same period and say they can't afford cuts. The Trump administration has begun tapping $1.4 billion in Biden-era climate funds to incentivize water conservation, including paying farmers to fallow fields. However, experts argue this is insufficient. There’s no way to solve the math problem without taking on agriculture, said Anne Castle of the University of Colorado Law School.

Long-Term Risks and Uncertain Solutions

Climate change and overuse have shrunk the Colorado River’s flow by 20% since the early 20th century, with the 2026 winter snowpack the lowest on record. Even a strong El Niño winter may not reverse the 26-year decline in reservoir storage, according to FOX Weather. An extremely wet winter would not reverse the steady 26-year decline in storage at Lake Mead and Lake Powell, the University of Colorado warned.

We can't solve this problem without the participation of agriculture, said Kathryn Sorensen of Arizona State University. However, negotiations remain stalled, with states exchanging blame over who bears responsibility for the crisis. The seven states need to agree on a new set of rules that will determine how to divvy up the river’s flow during dry years, said Grist, but time is running out.
