The Bauskas novada dome called an extraordinary session for August 6, at 9:00 a.m. to address a leadership crisis at Bauskas pilsētas pamatskola. The local government moved to act after the school’s principal, Evita Zeltiņa-Kļaviņa, along with both vice-principals and the entire management team, submitted their resignations and ended their employment.
Municipal officials reported that the departures left the educational institution without leadership. The vacancies forced city leaders to abandon a previously planned monitoring program and initiate immediate structural changes for the district’s schools.
Why the Planned School Monitoring Program Was Scrapped
In May, the municipal council had voted to keep the school operating for another academic year while placing it under a monitored evaluation period running through 2026. That framework aimed to assess the school’s alignment with national quality standards and support its development in special education.
As part of that prior plan, the school’s director had been tasked with opening a special education program for students with intellectual developmental disabilities by September 1, 2026. The mass resignations rendered those objectives impossible to pursue.
According to the municipal council statement via LASI, the absence of a management team made it impossible to carry out the previously planned monitoring because the prerequisites upon which the initiatives for improving school operations were based no longer existed.
Local authorities noted that the outgoing principal cited prolonged uncertainty regarding the school’s future as a primary reason for stepping down. Officials stated that immediate action was necessary to end that uncertainty for staff, students, and parents.
Administrative Reorganization and School Merger Details
To restore stability, the emergency agenda includes four distinct voting items covering the cancellation of the May monitoring decree, the formal absorption of the pamatskola into Bauskas 2. vidusskola, a name change for the receiving institution, and the appointment of interim leadership.
The municipality emphasized that the merger represents a strictly legal and administrative consolidation designed to streamline operations without reducing educational access. Students will begin and continue classes at the familiar Rīgas ielā 32 building when the school year opens.
To oversee the transition, the council planned to appoint Vera Grigorjeva, the director of Bauskas vidusskola, to serve concurrently as the acting director of Bauskas pilsētas pamatskola through December 31.
Renaming Bauskas 2. Vidusskola to Modernize the District
Alongside the absorption of the pamatskola, the council voted to change the name of Bauskas 2. vidusskola. Beginning September 1, the institution will drop its numerical designation and operate simply as Bauskas vidusskola

The municipality explained that historical numbering systems for secondary schools have lost their practical utility and frequently confused the public regarding the existence of other educational facilities in the city. City leaders acknowledged that school changes evoke strong emotional responses within the community, holding a meeting with the school parents’ council prior to the vote to discuss the transition.

The upheaval at Bauskas pilsētas pamatskola unfolds against a backdrop of wider demographic and quantitative challenges across the Bauskas region. Municipal data shows that student enrollment numbers fail to meet established thresholds in six specific school units across the district, with enrollment forecasts showing no positive upward trend.
While initial project proposals earlier in the year recommended reorganizing all six under-enrolled units—including classes at Misas, Īslīces, Codes, and Bauskas pilsētas pamatskola, as well as senior grades at Pilsrundāles and Skaistkalnes vidusskolas—the council previously opted for a unified monitoring grace period.
The municipality stated regarding the necessity of the sudden administrative overhaul that the local government was aware that any changes in educational institutions were an emotionally sensitive issue, yet the current situation demanded seeking an optimal solution for the immediate restoration of stability.
