Leaders of China, Russia, and India gathered in Kyrgyzstan for the Shanghai Cooperation Organisation summit on Monday. The multi-nation security forum serves as a non-Western counterweight to global influence, drawing high-level bilateral talks on regional security, trade, and the ongoing war in Ukraine.

Bilateral Diplomacy and Regional Alliances at the Bishkek Summit

The heads of state meeting in the Kyrgyz capital of Bishkek include Chinese President Xi Jinping, Russian President Vladimir Putin, and Indian Prime Minister Narendra Modi. Founded in 2001 by China, Russia, and four Central Asian nations, the Shanghai Cooperation Organisation has grown into a ten-nation bloc. Along with its founding members, the organization now includes Iran, Pakistan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, alongside several dialogue partners.

While the forum is billed as an alternative world order and a counterweight to Western-aligned organizations like the G7, analysts note that the member states maintain distinct and sometimes competing interests.

Ahead of the official SCO sessions on Tuesday, Vladimir Putin held individual meetings on the sidelines.

Security Measures and Geopolitical Signaling in Central Asia

Hosting the high-profile gathering required sweeping logistical adjustments across the Kyrgyz capital. Authorities closed major shopping malls, markets, and commercial sites for the duration of the summit, while restricting commercial flights at Manas Airport. Officials also postponed the start of the school year to September 15 and declared Tuesday a non-working day for public sector employees in Bishkek.

For India, participation in the summit provides a vital diplomatic window. Experts observe that the forum allows New Delhi to monitor regional competition among major powers while protecting its own interests. Modi addressed the war in Ukraine during discussions, telling Putin that humanity needs to move from endless war to the end of hostilities.

Beyond the primary sessions involving China, Russia, and India, the diplomatic schedule features discussions with Turkish President Recep Tayyip Erdoğan and Iranian President Masoud Pezeshkian. Meanwhile, discussions with Pezeshkian center on the Middle East, with Tehran seeking Moscow’s backing amid its ongoing conflict with the United States and Israel.

Navigating Divergent International Partnerships

The multi-nation gathering underscores the complex web of alliances linking Eurasian states outside traditional Western frameworks. Turkey, which holds dialogue partner status within the organisation, seeks a balanced foreign policy that maintains its NATO ties while expanding its regional footprint. At the same time, nations like Armenia face mounting pressure regarding their foreign policy trajectory, as regional advisors point to the practical limits of balancing ties with the European Union alongside economic dependence on Moscow.

Following the conclusion of the Bishkek summit, diplomatic engagements will continue elsewhere. Modi and Putin are scheduled to meet again at the BRICS summit in New Delhi, and Putin will travel to Vladivostok for the Eastern Economic Forum.
