The detailed outline of the ‘advance payment system for child support’ scheduled to be introduced next year has been revealed. The key is to give 200,000 won per child every month until the child turns 18.

The Ministry of Gender Equality and Family (hereinafter referred to as the Ministry of Gender Equality and Family) announced that at the 3rd Social Relations Ministerial Meeting presided over by Lee Joo-ho, Deputy Prime Minister and Minister of Education, on the afternoon of the 28th, a plan to promote the ‘advance payment system for child support for single-parent families’ was discussed.

The ‘advance payment system for child support’ is a concept where the government first pays unpaid child support and then collects it from the non-custodian later. It is an expanded version of the ‘temporary emergency support system’ (paying 200,000 won per month for up to 12 months to single parents earning 75% or less of the median income) that the Ministry of Gender Equality and Family has implemented since 2015.

Those eligible for support are single-parent households with an income of 100% or less of the median income. The government pays 200,000 won per month per child until the child turns 18. The total number of beneficiaries is estimated to be 13,000 households and 19,000 minor children. Eligibility for advance payment for single parents who apply for support for child support is determined through deliberation by the Advance Payment Deliberation Committee.

The Ministry of Gender Equality and Family regularly monitors the payment of child support and changes in income for child support creditors to prevent illegal payments. We are also creating a ‘child support advance payment management system’ that supports not only securing child support claims and applying for implementation support, but also collection, sanctions, application for advance payment, and collection work.

Additionally, the government plans to increase the effectiveness of debt collection and sanctions against those who willfully fail to pay child support. The goal is to increase the child support recovery rate, which is currently only about 15%, to 40% by 2029.

First, the authority of child support enforcement officers to increase recovery and compliance rates will be strengthened. The Ministry of Gender Equality and Family is pushing for a revision of the Child Support Implementation Act so that income and assets, including financial information, can be inquired without the consent of the debtor when the state has paid child support in advance.

In addition, a plan is being pursued to reduce the minimum prior explanation period for debtors whose names are subject to disclosure from ‘more than 3 months’ to ‘more than 10 days.’

Meanwhile, the Ministry of Gender Equality and Family plans to analyze the performance and recovery rate of the advance payment system and review supplementation of the system after three years.
