Agepen (State Penitentiary System Administration Agency) justified itself after the Public Defender’s Office inspection of three prisons identified overcrowding, low-quality food, insect infestation and precarious medical care.

According to the agency, overcrowding in prisons is a problem faced throughout the country and in Mato Grosso do Sul it occurs mainly due to the high rate of arrests resulting, especially, from drug trafficking, due to the geographical position of the state that makes borders two drug-producing countries and borders five states.

In an effort to deal with overcrowding, the State is in the process of creating 407 new places, with an additional project in partnership with Senappen (National Secretariat for Penal Policies) for another 430, in addition to the construction of four prisons that will add 1600 places.

“Combating overcrowding is also done through resocialization actions that contribute to the non-recidivism of crime, as well as reflecting the remission of the sentence and the consequent reduction in the volume of prisoners”, pointed out the note.

In this sense, Agepen highlighted that Mato Grosso do Sul is among the Brazilian states with the highest rates of prisoners working, exceeding the national average by 10%, and is also among the 10 Brazilian states that most promote and include prisoners in educational activities.

Regarding mattresses, they can be provided by the family of the custodians themselves and, in those cases where they cannot afford it, Agepen offers them. It was also informed that the agency will standardize the entire prison population in the State. “To this end, standardized clothing is being produced in workshops located within penal units with prison labor.”

Regarding the complaint about medical care, the agency’s press office highlighted that all services are offered by the State and municipal health departments, by the SUS (Unified Health System), within the prisons themselves or with referral to the external network when necessary.

“Prison units undergo regular pest control to prevent the proliferation of insects. And the food is provided by a third-party company. The notes made by the Public Defender’s Office will be investigated and processed with the responsible companies”, concluded the note.

The report is still awaiting a position from the PCMS (Civil Police of Mato Grosso do Sul), which has so far not taken a position on the dark cells, without air circulation and infested with insects in the police stations.
