A staggering 76 percent of organizations anticipating a significant budget increase for application modernization—but simply throwing money at the problem isn’t the answer. The 2026 App Innovation Report from Cloudflare reveals that true progress hinges on organizational discipline, deep artificial intelligence integration, and breaking down security silos.

Agility Over Bureaucracy

Streamlined decision-making is a key differentiator for successful tech stack updates.

Technical momentum often stalls within complex organizational charts. Companies successfully modernizing their systems share a common trait: centralized decision-making. A remarkable 73 percent of these leaders concentrate authority among a select few, compared to just 36 percent of those lagging behind.

This consolidation avoids gridlock. Over half (54 percent) of laggard organizations report fractured decision-making processes that delay critical initiatives. In contrast, leaders proactively eliminate bureaucratic friction to maintain forward momentum.

Agility directly translates to financial confidence. Leaders are significantly more optimistic about future investment, with 76 percent expecting a large budget increase for application modernization, versus only 36 percent of those struggling to keep pace.

AI Pulls Infrastructure Forward

The focus has shifted from simply adopting AI to deeply integrating it into the entire application lifecycle, making AI the primary driver of new modernization efforts.

Leaders are nearly three times more likely to prioritize AI development *ahead* of general application modernization, allowing AI requirements to dictate infrastructure projects. This proactive approach yields results: these leaders are three times more likely to see a clear return on their AI investments. Currently, 91 percent of leaders have already integrated AI into their existing portfolios, compared to 54 percent of laggards.

Confidence in existing infrastructure is crucial. A resounding 96 percent of leaders believe their current tech stack is sufficient for AI development. Laggards, however, often hesitate to begin AI work until modernization is complete, a delay stemming from resource constraints and compliance concerns.

Matthew Prince, CEO and co-founder of Cloudflare, emphasized the importance of a solid foundation: “In order to succeed with AI, having a modern and secure foundation is non-negotiable. This report made clear that organizations who prioritize modernization are able to innovate at speed and scale, while those who don’t are likely to become a threat actor’s next target.

“If you aren’t modernizing your business to embrace AI and prevent the next wave of cyberattacks, you aren’t just standing still, you’re rapidly falling behind. The winners of this era of the Internet will ultimately be defined by their infrastructure.”

Security Accelerates Innovation

Engineering teams often perceive speed and security as conflicting priorities. However, the data demonstrates that security, when embedded by design, actually *accelerates* innovation.

A substantial 71 percent of leaders report that aligning security with application modernization is “very easy,” enabling them to build resilient systems without hindering development. Only 32 percent of laggards share this experience. This misalignment is costly; organizations treating security as an afterthought spend valuable resources fixing incidents instead of building new capabilities.

This alignment directly impacts maturity. Companies that pair security with modernization are four times more likely to achieve advanced AI capabilities.

The “velocity trap” comes at a price. A strong 87 percent of leaders find it easy to remediate security events and manage compliance efficiently. Laggards, however, cite a lack of resources as their primary barrier, leaving them trapped in a cycle of reactive firefighting. Many only modernize *after* a security breach.

Maintenance Over New Builds

A surprising trend emerges when examining how developers spend their time. Contrary to expectations, innovation leaders don’t primarily focus on building entirely new systems.

In fact, 53 percent of leaders report their developers dedicate more time to maintaining and modernizing existing systems, while a significant 75 percent of laggard organizations spend more time building from scratch.

This signals stability, not stagnation. Leaders have a robust core infrastructure, with 100 percent expressing “very confident” in their current foundation. They prioritize optimizing systems that already work. Laggards are forced to rebuild repeatedly because their infrastructure cannot support evolving demands like global expansion or AI integration.

Reactive initiatives drain laggard resources. They modernize to address breaches or meet compliance requirements. Leaders, however, modernize proactively to launch new products and expand into new markets.

Consolidation Tactics

For engineering directors aiming to lead, a shift in philosophy is as important as technological upgrades.

First, streamline the governance model. If approval processes impede modernization, centralize authority to break the resulting paralysis.

Second, consolidate security. A staggering 96 percent of companies struggle with overly complex tech stacks. A remarkable 85 percent of leaders are actively cutting redundant tools and eliminating “shadow IT” to accelerate progress. A simplified stack—preferably leveraging infrastructure-as-code—enables automated protection with every launch.

Finally, treat AI as a fundamental infrastructure component, not a separate experiment. Investing in cost-effective AI infrastructure enables experimentation without prohibitive expense.

The market is diverging. Modernizing the entire stack is the defining characteristic of future winners. Hesitation risks being burdened by crippling technical debt.
