Rent at an affordable price, for now, does not exist. Every year the price of rent is increasing and depending on the area in which you are looking for housing, your expenses will double or triple. However, already there are autonomous communities that have been taking measures for some time to avoid these excesses in rental prices. In addition, the Government is choosing to adopt more measures towards this situation.
Catalonia, on September 22, 2020 brought into force the “Law on urgent measures in the matter of income withholding in housing lease contracts”, which has the function of moderate the price of rents in areas where it is difficult to find housing, due to high demand and employment. This law it is only effective for new hires.
The Constitutional Court declared some articles of this law unconstitutional: Law 11/2020, of September 18
In order to cope with a price increase that is becoming more and more evident and makes it more difficult to access one decent housing, the Government of Spain has established a maximum of 2% in the rent price increase when the lease contract is reviewed until the end of this year.
Apart from this measure, too has been forced to extend the contracts of tenants that expired before June 30as long as, the tenant wanted and during a period of 6 more months. The only exception to this rule is that the owner needs the rented address as your own accommodation or for one of your relatives or partner.
More measures to tackle affordable rent

And in case you live in one rental housing as a regular and permanent tenant, and you have an annual income of up to three times the IPREM, four times the IPREM to large families or people with disabilities and, five times the IPREM for large families with special regime and with people of various degrees of disability, you will be able to access the ‘State Housing Plan 2022-2025’.
