Bogotá is working to bridge the digital divide with Conexión Social, a program providing free internet access to low-income households. The initiative, which recently reached its 20,000th beneficiary, is transforming lives and opening up opportunities for residents like Juana Carolina Rivera, a 23-year-old entrepreneur.
Rivera exemplifies the impact of the program. For years, access to the internet has been central to her ambitions, enabling her to complete her education, pursue training to become a flight attendant, and launch her own business, Flores Eternas, creating and selling preserved flowers. She’s also leveraged online marketing courses offered through the Secretaría Distrital de Integración Social’s (SDIS) Jóvenes con Oportunidades program to grow her brand and create content.
Free Internet Fuels Entrepreneurship and Education
Conexión Social provides 25 megabytes of fixed internet service to households classified in Sisbén levels A1 to C9, encompassing strata 1 and 2. The program currently operates in the localities of Bosa, Kennedy, Suba, Ciudad Bolívar, Rafael Uribe Uribe, and San Cristóbal. Roberto Angulo, the Secretary of Social Integration, highlighted the program’s holistic approach, stating, “Juana is on the productive path of Jóvenes con Oportunidades and at the same time her home is in Conexión Social, which is a door to opportunities. The benefit that she wants to give to the internet is decided by the home that receives it, as is the case with Juana’s home.”
For Rivera, the impact extends beyond her business. “I received a WhatsApp message telling me I was a beneficiary of the Conexión Social program. At first, I didn’t believe it,” she said. “I told my dad, and he had heard about this benefit, so he decided to respond to the message, and today I already have the service.” The benefit extends to her entire family; her mother uses the internet for entertainment, and her father, a construction worker, relies on it for generating quotes and staying informed through social media.
Expanding Access and Digital Literacy
The Conexión Social program isn’t just about providing internet access; it’s about fostering digital literacy and opportunity. Beneficiaries gain access to EdTech, a digital platform designed to strengthen educational opportunities, job training, and entertainment options, expanding possibilities for personal and family development.
The initiative is a collaboration between the Secretaría Distrital de Integración Social (SDIS) and ETB – Empresa de Telecomunicaciones de Bogotá. The partnership aims to address systemic inequalities and empower residents through technology.
