Business proposes to cancel some of the restrictions after entering QR codes

In order to reduce the loss of business due to the introduction of the QR code system, it is possible to remove other restrictions in force against the backdrop of the coronavirus pandemic, said Alexander Kalinin, President of the Opora Rossii business association. We are talking, in particular, about restrictions on the opening hours and occupancy of fitness and cinemas. Business also proposes to introduce additional measures to support entrepreneurs.

Among the proposals of “Support of Russia”:

  • remove restrictions on working hours, on the percentage of occupancy of cinemas, fitness centers and other establishments;
  • make the entrance to shopping centers free (without canceling the wearing of masks);
  • make the owners of retail outlets in the shopping center responsible for checking QR codes;
  • introduce property tax incentives for shopping centers at the regional level;
  • allow the use of not only PCR tests, but also antigen tests, which are faster and cheaper.

Mr. Kalinin noted that all restrictions “must be balanced, reasonable.” “On the other hand, business must understand that we must use proven international experience to stop the pandemic and win by joint efforts,” the President of Opora Rossii told reporters during a working visit to the Amur Region (quoted by Interfax).

The owners of cinemas previously asked Deputy Prime Minister Tatyana Golikova to lift the restrictions on the occupancy of halls in most Russian regions. Boris Titov, Commissioner for the Protection of the Rights of Entrepreneurs under the President of the Russian Federation, also proposed to make non-repayable soft loans for businesses that during the pandemic kept employment at a level of at least 90%.

As a reminder, on November 12, the government submitted to the State Duma bills on a unified system of QR codes. It is assumed that Russians will be able to visit places of public events, cultural institutions, catering and retail facilities with the presentation of either a certificate of vaccination or previous illness, or a medical evacuation from vaccination.
