In the last six days of November alone, eight criminal suspects were killed in supposed “confrontations” with the Military Police of Mato Grosso do Sul. In the most lethal month of the year for the PM, a total of 19 deaths were recorded due to the intervention of police officers. State. Previously, the highest number was in February, with 17 cases.
But the whole year was bloody in this sense, with twice as many deaths as in 2022 and a ratio of 113 São Paulo, which has 13 times more inhabitants.
The last case this month in Mato Grosso do Sul was registered in the early hours of this Thursday (30). The man suspected of attacking his partner, identified only by his first name, Jean, was armed with a knife and according to the police’s version, he managed to take the gun from one of the Shock Battalion soldiers. He ended up dead after being hit by two shots.
Video taken by residents of the condominium where Jean lived, in Jardim Canguru, in Campo Grande, shows his wife’s despair. “You already killed my husband,” says the woman. Her mother was the one who called the police, stating that her daughter’s life was at risk. According to the PM bulletin, Jean was “completely disturbed as if he had been using some type of stimulant”.
In almost half of the latest cases, the suspects were armed only with a knife and, even so, the justification is that they posed a risk to the garrison armed with pistols, according to the police reports. However, even in cases where the suspects were in possession of a firearm and shots were allegedly exchanged, no officers were injured.
Amnesty International’s assessment in Brazil of the deaths of suspects does not represent an adequate public security policy and does not reduce crime. In cases of high lethality, the recommendation is to rethink police action strategies so that this does not happen again. Action to combat crime must be planned in order to protect and preserve the lives of all people, including those involved in illegal acts”.

Pistol – The most intriguing case was recorded in Jardim Sayonara, in the Capital. On November 27, Edileu Ramalho Floriano Júnior was approached by Choque soldiers while he was sleeping in an abandoned building. As described in the police report, “Marlboro”, as he was known, was wielding a knife and attacked one of the soldiers. With that, the team retaliated and hit him. The record only talks about “team”, without mentioning the number of police officers involved in the approach.
Whenever someone dies during police action, the first information passed on is about the target’s criminal record. In the case of Edileu Ramalho, the history would have started at the age of 15. But none of the incidents cited by the PM itself is an attack on life, the most serious is theft. He was caught with drugs, driving without a license and riding a stolen motorcycle, for example. He also has records of trespassing, but was never convicted and was not facing criminal charges.

On Tuesday, the Military Highway Police also alleged a confrontation and killed three old acquaintances of the security forces for armed robberies. During an attempted robbery of a tow truck, in Sidrolândia, one of them allegedly acted as a human shield to the driver. Even so, he was hit in the chest.
The weapon found with him is registered in the name of a military police officer, and had reportedly been stolen. Police said the man released the hostage and threatened to shoot him when he was shot. Afterwards, the other two accomplices were in the bush, when they were also killed.
Data from Sejusp (Secretariat of State for Justice and Public Security) show that, in 2023, of the 113 people killed by “intervention by a state agent” – 50 were in Campo Grande and 63 in the interior of the State. Last year, there were 51 cases. The number includes all police forces in Mato Grosso do Sul – not just the military.
The months with the highest incidence this year are February, April and November, according to the Public Security table. Previously, the year with the highest number of cases was 2019, with 70 deaths, much lower than that recorded so far.
This is the opposite of what happens in Brazil, where there was a decline last year. According to the 2022 Brazilian Public Security Yearbook, 6,430 people died in police actions, 1% less than in 2021.
In ten years – Since 2013, there have been 469 deaths as a result of police intervention in Mato Grosso do Sul. Of these, 411 were men, 6 women and 52 with unknown sex. In most cases, the victims are young people (232) and secondarily adults (151).
Also according to the 2022 Brazilian Public Security Yearbook, in 2022, São Paulo and Santa Catarina managed to reduce police lethality after investing in body cameras for agents. But in Mato Grosso do Sul there is no intention to take this measure in the short term, according to the Department of Justice and Public Security.
O Campo Grande News sent a request for positioning to the MS Military Police command, presenting three questions, namely: do the police officers guarantee that they acted in self-defense? In some cases, wouldn’t a warning/non-lethal shot be necessary? How many police officers have been injured in clashes this year? To date, PMMS has not sent a response.
