Nearly 100,000 participants — a record — are expected from Thursday, November 30 and until December 12 for the COP28 at the Expo City center in Dubai in the United Arab Emirates. As in every edition since the Earth Summit in Rio in 1992, the discussions between negotiators and national delegations during this new United Nations conference on climate change risk being as heated as they are interminable.
