Doctors abroad, emergencies, missed appointments: Dr. Attal’s not always new prescription

Gabriel Attal knew he was eagerly awaited by farmers, but also by caregivers. The Prime Minister delivered his general policy speech this Tuesday, in a white-hot hemicycle and in a context where the hospital and the health system as a whole are hanging by a thread. “I want to pay tribute to all the caregivers in France. Each in their position, each in their specialty, they are the faces of commitment and support,” exclaimed the former government spokesperson, before unveiling several measures – some of which had already been announced .

Gabriel Attal will notably appoint an “emissary responsible for seeking abroad doctors who would like to come and practice in France”, in addition to the regularization of practitioners of other nationalities already present in France, announced by Emmanuel Macron there two weeks ago. “We must find ways to bring back our young French people who have gone to study medicine abroad,” he added.

“I have already received three text messages from people asking me if it would be me,” laughs emergency physician Mathias Wargon, who is at the forefront of this subject. But, according to him, the priority is “to better accommodate: salary, schooling of children, certainty that they will be registered with the Council of the Order at the end of their training, etc. “. “Every day, I already receive applications from abroad. People write spontaneously,” he adds.

Soon childcare obligations?

Gabriel Attal also intends to fight against medical deserts and “act so that there is no forgotten territory”. Next summer, each department “must have an access to care service, with professionals organized to ensure continuity of care”. This system (SAS) should make it possible to relieve emergency room congestion in the event of unavailability of the attending physician, by redirecting certain patients. In the territories which would remain deprived of it, the Prime Minister says he is “ready to go further, by restoring on-call obligations for private doctors, in the evenings or on weekends, in their offices, in hospitals or in homes health “.

The transition from 6,000 to 10,000 medical assistants, who allow doctors to devote more time to their patients, will be “accelerated”. “This will represent 2.5 million consultations released every year for patients,” indicated the head of government, without providing details on the timetable. Emmanuel Macron indicated a year ago that he wanted to reach the 10,000 mark by the end of 2024.

Minimum service in hospital

Gabriel Attal also believes that, “when you have an appointment with the doctor and you don’t come without warning, you pay”. Nothing new on this subject: on April 23, Emmanuel Macron already stated in Le Parisien that “those who do not come to the meetings, we are going to sanction them a little”. But the Prime Minister wants this to “result in clear measures this year”. The Senate voted for such a “rabbit tax” last November, but the measure disappeared from the social security finance bill for 2024, finally adopted by 49.3.

Finally, minimum service in the hospital, many services of which – particularly in the emergency room – are under great pressure. Gabriel Attal simply promised to “continue (his) action” in his favor. “The means of Ségur de la santé have not yet arrived everywhere. These heaviness and slowness are unbearable. I want this to change quickly! “, he asserted. The entourage of the Minister of Labor and Health, Catherine Vautrin, does not provide details on all these subjects for the moment and refers to her upcoming interview this Wednesday morning on the morning show of RMC and BFMTV.
