Prescriptions, referrals, hospital stays: In the future, EU citizens will be able to use health data anywhere in the EU and share information about allergies, illnesses and medications. Consumer advocates are calling for greater protection of sensitive data.
In the future, EU citizens should be able to easily use their health data in all countries of the European Union. The EU states and that European Parliament have settled on one for the time being new law agreed to facilitate the exchange and access to the data, as both announced on Friday. This will make hospital stays in other EU countries easier for tourists, among other things.
Access to health data within the European Union is currently confusing and varies greatly, the member states said. With the new law, a Spanish tourist should be able to pick up a prescription in a German pharmacy. In addition, the data can also be used for research in the public interest in the future.

The CDU MEP Peter Liese welcomes the so-called European Health Data Space (EHDS): “If we want to, we can easily pass on our medical data abroad, such as previous illnesses or allergies.” This would enable treating doctors to assess situations much better, Liese continued. “This will save many lives.”
Medical data is something very personal. When it comes to patient data protection, the EU states are responsible for finding appropriate regulations in many respects. According to the preliminary agreement, member states can give their citizens the opportunity to refuse or restrict access to their health data at any time.

The data would only have to be provided for purposes of public interest. This includes statistics and data used for research and policy making. In addition, EU member states can introduce tougher rules to protect access to particularly sensitive data such as genetic information.

According to the European consumer protection organization Beuc, the data protection regulations do not go far enough. Accordingly, the institutions should have given people more choice to decide for themselves with whom their data is shared and for what purpose. Fundamentally, the EHDS is a step forward in improving the healthcare system.
In May 2022, the European Commission made a proposal to create this European Health Data Space. The provisional agreement between the Council and Parliament must now be finally adopted by both. In most cases this is a formality.
