Addressing the meeting, Chief Minister Stalin said, “The first amendment 15(4) of the Constitution states that no section of the Constitution shall prevent the concessions made to any community who are socially and educationally backward. Article 340 of the Constitution of India defines socially and educationally backward persons. The Union Government wanted to impose economic measures to curb it. Some people who have been saying that due to reservation, merit is gone and talent is gone, some people support this reservation only.

I do not want to talk about the political expediency involved here. Economic criteria is a concept rejected by the Indian Parliament. I am obliged to remind you that in 1992, a 9-judge bench ruled that economic reservation was invalid. This should not be seen as preventing the advanced classes from helping the poor. But it is our plea that the reservation quotas should not be turned into screw jobs that change the social justice policy basis. The Supreme Court has said in numerous judgments that uprooting a society that has been denied education and employment for thousands of years is social justice and not a poverty alleviation program.

More to the point, the fact remains that this amendment was created for the poor and advanced classes. People whose annual income is below Rs 8 lakh can avail this benefit. So are those who earn Rs.66,660 a month poor? Are those who earn Rs.2,222 per day poor? In that sense, its purpose is not to eradicate the poverty of the advanced caste poor. 27 rupees per day in rural areas and 33 rupees per day in urban areas, and those who earn less than this amount are considered below the poverty line by the Union Government. Government can provide any economic assistance to these people and no one is stopping them. Those who own less than five acres of land and less than one thousand square feet of land are poor.

For me this is not reservation for the advanced class poor. This is meant to be reserved for advanced classes. Thus the 103rd Amendment of the Constitution of India is against all oppressed people. If this amendment is accepted, the concept of social justice will be eroded over time. Socially and educationally backward people will be taken away. It should also be noted that the full bench did not accept this amendment even though the majority of judges in the Supreme Court ruled differently. In this situation, Tamil Nadu, the land of social justice, should immediately take some actions to save social justice. That duty is more for Tamil Nadu. said.
