On June 1, 2023, a green card issued for a vehicle registered in Estonia will become invalid in Russia and Belarus. Also on the same day, a green card issued in Russia or Belarus will cease to be valid in Estonia and other states of the European Economic Area.

If a person needs to travel to Russia or Belarus in a car registered in Estonia, he will have to take out motor third party liability insurance from a local insurer.

According to Lauri Potsepp, member of the board of the Estonian Traffic Insurance Fund (LKF), the provision of insurance services has become almost impossible, since money transfers between countries are difficult.

“The contracting states of the European Economic Area have announced the termination of the agreement on the green card system with Russia and Belarus. The Motor Insurance Fund has submitted a request to insurance companies to stop issuing green cards, in which the insurance period ends after June 1 and in which case Russia and Belarus are not excluded from the states of the card validity area, Potsepp said. –

It is important to note that previously issued green cards will be valid in Russia and Belarus until May 31. Thus, starting from June 1, when traveling to these countries with a car registered in Estonia, in any case, you will have to buy a motor third party liability insurance service from a local insurer. This can be done, for example, after crossing the border,” Potsepp explained.

The Green Card is an international motor third party liability insurance policy that can be ordered from an insurance company together with an Estonian motor third party liability insurance policy.

LKF is the holder of the motor third party liability insurance register, the motor third party liability insurance guarantee fund, the Estonian Green Card Bureau and the compulsory insurance company for vehicles that have not been covered by a motor third party liability insurance contract. LKF indemnifies losses caused by the behavior of drivers of vehicles that are not registered, for which compulsory insurance is applied and which have not been identified. The LKF also organizes the resolution of motor third party liability insurance disputes through a conciliation body that resolves motor third party liability disputes.
