On April 4, the Kaunas District Court granted the prosecutor’s request and extended the detention period.

The man could have filed a complaint to a higher court within 20 days regarding the strictest pretrial measures applied to him, but he did not use this right.

Prior to that, Mr. Filipavičius appealed against his arrest in January, but the Kaunas District Court upheld it, announcing that there were conditions and grounds for it.

“The ruling is not subject to appeal,” court representative Tautvilė Merkevičiūtė told Elta on Wednesday.

ELTA reminds that at the end of February, the Kaunas district court ordered an inpatient forensic psychiatric examination for G. Filipavičius, who is suspected of kidnapping a child in Kaunas.

Psychiatric expertise usually determines whether a person suffered from a mental illness at the time of the alleged crime, whether he was aware of his actions, their essence, consequences, or was able to control his actions.

G. Filipavičius, who was brought to the Kaunas district court in February for another case, said that he did not want to kidnap the girl in Kaunas.

“I didn’t want to rob, accidentally,” G. Filipavičius said then.

The man, when asked if the minor asked to let her go, said that the girl asked for it, but that “it was a complicated” situation and he could not let her go, even though he wanted to.

“It was a difficult situation, there were many people around,” said G. Filipavičius.

The Kaunas district court has also appointed an inpatient psychiatric examination to G. Filipavičius in the administrative case. It is assigned to Utena’s expert sub-section.

G. Filipavičius and his lawyer did not object to such an examination.

According to the data of this administrative file, the person, in 2023 August 27 right next to a residential apartment building in Kaunas district, Karmėlava ward, while working with a mini-excavator, he caused noise and vibration that could disturb the peace and rest of the people living nearby. The police fined him 80 euros for this.

In January, the police managed to find a missing girl in Kaunas, for which a large force of volunteers and officers was mobilized. The suspected 42-year-old kidnapper G. Filipavičius kept the girl in the garage, where the kidnapper was arrested. The man was arrested by “Aro” officers. Police were initially informed that the suspect might be armed, but the man did not have a weapon at the time of his arrest.

The found girl was taken to Kaunas clinics for examination, and later handed over to her parents. According to the police, the girl may have suffered injuries.

According to the police, G. Filipavičius has not been convicted before, but has been punished many times by administrative procedure. It cannot be ruled out that the suspected kidnapper could have committed more crimes. According to law enforcement, the man has been charged with child abduction and two other crimes, but they have not been publicly named.
