Exceptionally, in 2023, the ministries and public administrative establishments (EPA) concerned by this new professional equality index can publish their results for the year 2022 until December 31. Employers who do not publish their rating within the next three days are legally exposed to fines of 45,000 (for EPAs) to 90,000 euros (ministries). But the Ministry of Civil Service “will show flexibility in the time frame for the first publication of the index by administrations, most of which should take place at the beginning of 2024,” he indicated.

Zero points for contract workers

In detail, the Ministry of Europe and Foreign Affairs boasted an optimal score (15/15) on Thursday in terms of equal access to promotions for men and women. “There is nevertheless room for progress” regarding the presence of women in the 10% of the best paid agents in the ministry, recognizes the Quai d’Orsay.

The social ministries, for their part, obtain a zero point in terms of equal pay between male and female contract agents (one of the six components of the index, which however only weighs 10 of the 100 points).

After the civil service in 2023, the professional equality index must be deployed in the two other branches of the public sector (hospital and territorial) in 2024.
