But a year later, the public daily “l’Union” pointed to an explosion of this debt, by nearly 50%, going from 1695 billion to 2572.7 billion CFA francs. This represents approximately ¾ of the Gabonese state budget for the year 2023, which peaks at 3602 billion CFA francs.

Difficulties in paying off the public debt

It would be difficult for the State of Gabon to pay off such a debt under current conditions, according to Gabriel Zomo Yebe, professor of economics at the Omar Bongo University in Libreville. “But if it were necessary to favor a debt to be absorbed, it would be the internal debt, because it has more impact thanks to its multiplier effect”, he underlines.

According to the businessman, companies very often suffer from unpaid bills from the state, something that often puts their creditors and their suppliers in difficulty.

Another priority retained by Brice Oligui Nguema is the restoration of the Accounting Day at the Treasury, an instrument put in place by Gabon to ensure fairness in the management of the State’s debt, we explain to Gabon Business Federation. The new strong man believes that the reactivation of this instrument will put an end to “the little tricks between friends and rascals”.

In addition, Brice Oligui Nguema believes that “retirees live poorly”, it is important to put “under private sector management of the two social security funds”. This is the National Health Insurance and Social Guarantee Fund (CNAMGS) set up in 2007, which manages health coverage in the country and provides family benefits.

Use of bank transactions

General Oligui also attaches importance to banking procedures when it comes to financing government projects.

In 2013, the National Commission for the Fight against Illicit Enrichment (CNLCEI), for example, declared that corruption costs between 25 and 50 billion CFA francs per year to the state coffers.
