The appointment of a new Service Manager will be instrumental in coordinating efforts across multiple centers and ensuring the effective implementation of key initiatives.
The Expertise and Security department is bolstering its health and environmental protection division with the recruitment of a Service Manager. This individual will oversee a service comprised of three specialized centers dedicated to understanding and addressing the challenges posed by species inhabiting the region, alongside the public health implications and necessary regulatory frameworks. A dedicated “animal in town” team will also fall under the manager’s purview.
Strengthening Operational Leadership
Reporting directly to the director of the Expertise and Security department, the new Service Manager will be responsible for the day-to-day management and optimal functioning of the service. A senior official stated that a primary focus will be on “supervising team work and ensuring cohesion” amongst the various units. This includes establishing clear intervention frameworks, guaranteeing legal compliance for all activities, and developing key performance indicators to track progress.
The role also demands strong administrative and financial acumen. The Service Manager will be tasked with comprehensive file management – encompassing technical, legal, and financial aspects – as well as preparing and monitoring the department’s budget. Collaboration with the SAF (Service des Achats et des Finances) will be essential for managing operational aspects of relevant contracts, from development to ongoing monitoring.
Aligning with Broader Strategic Goals
The Service Manager will play a vital role in integrating the team’s activities with the overarching objectives of the TVTR (Transport, Territories, and River) division. This involves relaying policy directives originating from the DGT (Direction Générale des Territoires), the TVTR Pole, and the Expertise and Security department itself.
Building and maintaining strong relationships with elected officials is another key component of the position. The manager will be expected to proactively engage with stakeholders and effectively manage ongoing projects. According to a company release, this requires a commitment to “establishing and maintaining relationships of trust with the elected officials concerned.”
Expertise in Health & Environmental Management
A core responsibility of the Service Manager will be to champion the health and environmental expertise within the service. This includes evaluating current and future needs, coordinating technical expertise across teams, and proactively monitoring relevant trends.
The manager will also be responsible for developing and managing critical files, preparing for potential arbitration, and forging strategic partnerships with entities such as Bordeaux Métropole, local municipalities, the State, the ARS (Agence Régionale de Santé), and other relevant communities. One analyst noted that “establishing and leading partnerships within Bordeaux Métropole, municipalities and external institutions” will be crucial for success.
Contributing to Departmental Leadership
As a member of the CODIR (Comité de Direction – Executive Committee), the Service Manager will be expected to foster internal and external collaboration with other management executives. This includes actively participating in CODIR discussions, contributing to strategic planning, and attending meetings dedicated to departmental animation. This role demands a leader capable of both operational excellence and strategic vision.
