Hisham Badawi Launches Bid for House of Representatives Presidency in Egypt

A seasoned jurist with a distinguished career in public service, Hisham Badawi has formally announced his candidacy for the presidency of the House of Representatives during its third legislative term (2026-2031). The move signals a potential shift in leadership for the Egyptian parliament as it convenes for a new session focused on legislative priorities and oversight.
President Abdel Fattah El-Sisi officially initiated the third legislative term on Monday, January 12, 2026, through Presidential Decree No. (17) of 2026, adhering to Article 115 of the Constitution. The decree mandated the convening of the House of Representatives, ensuring the continuation of Egypt’s parliamentary process.
A Career Dedicated to Justice and Anti-Corruption
Badawi’s candidacy is underpinned by a substantial background in the Egyptian judicial system. He began his career with the Public Prosecution, steadily ascending through various judicial roles until he served as a judge at the Cairo Court of Appeal. This extensive experience in legal proceedings provides a strong foundation for his leadership aspirations.
Following his tenure at the Cairo Court of Appeal, Badawi transitioned to the Ministry of Justice, where he held the critical position of Assistant Minister of Justice for Combating Corruption. His work in this capacity demonstrates a commitment to transparency and accountability within the government. He further solidified his expertise in oversight as Deputy of the Central Auditing Organization, eventually rising to become its President.
Pledging Neutrality and Parliamentary Tradition
In his address to the newly convened House, Badawi emphasized his dedication to upholding the constitution and parliamentary norms. “From my professional path, I am honored to run for the presidency of the House of Representatives, pledging to manage its work in accordance with the constitution and regulations in a way that ensures neutrality and parliamentary traditions and enhances the legislative and oversight role in the House,” he stated. The opening session, held at the headquarters of the Administrative Capital, was presided over by Representative Abla Al-Hawari, the most senior member of the House. The session began with the taking of the constitutional oath by both elected and appointed members, formally initiating their parliamentary duties.

The House of Representatives will now proceed with the election of the Speaker and two deputies, positions that will be filled for a five-year term. The regular session is scheduled to continue for a minimum of nine months, with the President of the Republic holding the authority to adjourn the session upon the Council’s approval – a process that cannot occur before the approval of the general budget.
