Former President Yoon Seok-yeol’s emphasis on accountability – publicly displayed through a plaque bearing the phrase “The Buck Stops Here!” gifted by President Joe Biden in May 2023 – is facing renewed scrutiny following accounts of combative exchanges during court testimony. The phrase, originating from the retirement message of President Harry Truman, was prominently featured during Yoon’s time in office, intended to underscore his acceptance of ultimate responsibility.

Former Daegu Mayor Hong Joon-pyo publicly criticized Yoon’s behavior, stating on Facebook on February 29th that witnessing the former president “fighting with his subordinates in court is unbecoming of a person who served as president.” Hong urged Yoon to maintain dignity, even in challenging circumstances, suggesting a “confident” departure could still be a “flowery path on the final road.” He specifically referenced Yoon’s previous display of the Truman quote, questioning whether the principle of taking full responsibility was being upheld.

On February 20th, Yoon reportedly questioned the competence of a counterintelligence commander, asking Hong Jang-won, “Didn’t you think that this bastard…doesn’t even know who is in charge of the investigation?” He further expressed frustration with the process, questioning the chain of command. Hong Jang-won countered, asking if Yoon was attempting to shift blame to his subordinates, specifically questioning why a request for location tracking was made without direct presidential instruction.

The exchanges grew more fraught when former Commander Kwak Jong-geun testified on March 3rd about hearing remarks hinting at martial law. Yoon attempted to discredit Kwak by questioning his sobriety, suggesting he had consumed a significant amount of alcohol. In response, Kwak revealed a startling allegation: that Yoon had instructed officials to bring specific individuals – including Han Dong-hoon and unnamed politicians – to him, accompanied by a threat: “I will kill you even if I have to shoot you.”
