Spring can be felt outside, which makes people want to clean up their property, but often in the process of tidying up the surrounding environment, an even bigger mess emerges than in the beginning. A similar thing happened in some small gardens in Talsa.

“Talsu Vēstis” received a complaint that black earth was pushed into a large pile at the end of 1 Maija Street together with wooden structures, glass and other construction debris. In the complaint, a resident expressed his indignation that this should not be done, because the construction debris should have been sorted, not shoved into one pile.

When we contacted Inga Romaško, head of the Property and Environmental Protection Department of Talsi County, we received an answer that, involving the administration, the place will be identified and inspected.

After a short time, we also received information that the property had been surveyed.

“I informed you that the environmental specialists of the property and environmental protection department of the municipality inspected this property today and asked them to stop digging. In addition, we also reported these actions to the State Environmental Service, and the municipal construction board was also involved, which will also conduct a survey of the property. Consequently, these detected actions will be followed by actions determined by regulatory acts. Taking into account both the photo and the survey, it was found that these activities do not comply with the requirements of regulatory acts,»

The right course of action

But what was the most appropriate course of action in such a situation? “Accordingly, each building had to be demolished, grouped according to the types of waste – which are dangerous, which can be recycled, which are combustible, etc. They should then be disposed of accordingly. In this particular case, earthworks were already carried out, which were more than 30 cm deep, so they had to provide documentation of the construction plan,» explains construction inspector Ringolds Zukulis-Emerbergs.

Buildings are divided into three groups: the 1st group includes the simplest buildings (sheds, auxiliary rooms, the built-up area of ​​which is not larger than 25 m2, one-story buildings with the built-up area of ​​up to 60 m2, etc.); in group 2 – buildings of medium complexity (detached houses, multi-apartment buildings up to five floors, etc.); Group 3 includes buildings of increased complexity (large production and warehouse buildings, etc.). “For the construction of structures of the first group, documentation is not required if a new seasonal structure is placed or demolished. But all the requirements related to waste sorting must also be followed. They must be taken to the landfills,” informs the building inspector.

What to do in your small garden

If someone wants to say goodbye to the old greenhouse in order to install another one in its place, documentation is not always required. “Depending on how this greenhouse is registered – if it is a seasonal structure, then nothing is necessary, but if it is large and registered as a structure, then the relevant documents must be submitted according to the building regulations,” said Ringolds Zukulis-Emerberg.

Also, the construction board of Talsi region invites you to report if you notice any construction-related activities that do not comply with the regulations.

Where there is arbitrary construction or coordinated construction, but also some rules are violated, it is better if you notify us and we will immediately check. If it is not notified at all, then the damage will be greater,” said the building inspector.
