This follows from the tender documentation (lot AIS “Hunting ticket”), published on the website of state purchases by the structure of the Moscow Department of Information Technologies (DIT) “Information City”. The initial cost of the tender is 23.8 million rubles, the winning contractor must create the system by February 2022.

Automation will affect the process of providing the service itself for issuing a document (new or restored), maintaining a register of hunting tickets and their cancellation, according to the terms of reference for the purchase. Its organizers are counting on “increasing the availability of public services and services provided by city organizations, by making it easier to obtain them.” Currently, the maintenance of the register of hunting tickets in Moscow is not automated, it is indicated in the tender documentation; you can apply for or to close a hunting ticket on the mos.ru portal of the Moscow City Hall. The time limit is one working day for the application and another five for its processing and ticket issuance. The new system will speed up the processing of applications and sending notifications of the results of their consideration, explained in DIT. Authorized employees of the relevant Ministry of Internal Affairs and the National Guard will continue to make a decision on the application, but it is planned to speed up the process through the use of artificial intelligence.

The new system will allow considering at least 30,000 applications for hunting tickets per year, according to the terms of reference. In an hour, she must process 40 applications and 120 related documents – to assess the completeness and correctness of the submitted documents.

Automation of the process is always the acceleration of data processing and the issuance of results, explains Yaroslav Shitsle, head of the “Resolution of IT & IP disputes” department of the law firm “Rustam Kurmaev & Partners”: “If automation allows processing up to 40 applications per hour, then the procedure can be reduced to 1 –3 working days “.

Despite the fact that in the process there will be fewer manual operations, human verification at the last stage should still remain, agrees Sergey Soshnikov, Softline Business Development Director at the Digital Economy national project: “In general, the process of issuing hunting tickets is a very specific topic, it is not necessary risk the quality of the manual check and assume that speed decides in this case. “

Ilnaz Galyaviev, who organized the shooting at the Kazan gymnasium on May 11, received a hunting ticket (and with it the right to a weapon) on February 18. Vladislav Roslyakov, who shot the students of the Kerch Polytechnic College on October 17, issued a ticket a month before the events.

According to the law “On hunting and on the preservation of hunting resources,” tickets are issued to capable citizens who do not have an outstanding or unexpunged criminal record and are familiar with the hunting minimum, which includes security measures when handling weapons. Initially, a hunting ticket was issued for five years, now it is valid indefinitely, with the exception of cancellation by the decision of the owner or the court.

Automation of obtaining hunting tickets will not affect safety in any way, says Andrei Sitsko, deputy president of Rosokhotrybolovsoyuz: “In the end, the decision is made by a civil servant.” He also noted that when obtaining a hunting ticket, a knowledge test / exam on the hunting minimum is not provided, it is only necessary to indicate in the application that the applicant is familiar with this hunting minimum. “This approach depersonalizes the applicants, which needs to be eliminated.”

“The electronic base is an opportunity for more precise control over people who have weapons, and in the event of events similar to the shooting in Kazan, they can be identified faster,” says Nikolaev. It is advisable to introduce such a system not only in Moscow, he concludes.
