“We do not rule out any motives, but at this stage nothing indicates that it was a terrorist attack,” Police Commissioner Egil Jorgen Brecke told reporters, without giving details about the identity of the attacker and his possible motives.

The Norwegian tabloid VG writes that the attacker was a Russian citizen, a native of Chechnya for about 30 years, as a result of a knife attack in 2019, a man died. The attacker was undergoing psychiatric treatment.
