The military believes that without a solid plan for managing the Gaza Strip after the end of the IDF operation, Hamas will easily return to previously cleared areas, as happened with the Al-Shifa hospital in Gaza City. According to the Jerusalem Post, the operation at that hospital will take several more days, so the cleanup will take at least two weeks, not one as originally expected. The military will not be able to begin a ground operation in Rafah for several weeks, and it will take many weeks to evacuate Rafah’s 1.4 million civilians, requiring suitable living conditions for them.

The National, published in the UAE, writes, citing sources, that Israel plans to create a militia from among local clans in the Gaza Strip, which could become a counterweight to Hamas, play the role of law enforcement agencies, and also help with the distribution of humanitarian aid. “Part of the plan is to cause civil strife in Gaza, turning Hamas and the militia against each other,” one source said. In such a scenario, The National notes, Israel will be able to focus on securing the border with the enclave to prevent a recurrence of attacks similar to the attack on October 7, 2023. Sources noted that Israel has already zoned the Gaza Strip in preparation for the future transfer of security powers to specific zones to formed militias.

However, the publication recalls, in mid-March, clan leaders in the Gaza Strip rejected the opportunity to participate in Israel’s plan to manage the enclave after the end of the operation. According to some reports, the plan was drawn up by the General Security Service (Shin Bet); it was not officially announced.
