Judges consider tire companies that import tiger mosquitoes

“NVWA turns a blind eye to banned import of wet tires”

On Monday 28 November, three judges will consider in the court of Amsterdam whether the State Secretary for Health Maarten van Ooijen (ChristenUnie) should take action against ten tire companies where tiger mosquitoes and other exotic health-threatening mosquitoes were detected in the years 2018 to 2021. According to the Stop Invasive Exotics platform foundation, this means that the companies import the tires wet or store them wet, which is prohibited. Documents also show that the Dutch Food and Consumer Product Safety Authority (NVWA) turns a blind eye when companies import wet tires. According to the platform, this poses a major risk of the introduction and spread of exotic mosquitoes.

The tiger mosquito is a mosquito that originated in Asia which can spread more than 20 viral diseases, such as dengue, zika, chikungunya and various forms of encephalitis (inflammation of the brain). The other mosquitoes encountered, such as the yellow fever mosquito, are Asian mosquito species that can spread various viral diseases, such as yellow fever and dengue. The import of used tires from various parts of the world where these exotic mosquitoes are now established (as a result of the import of those tires) is an important route of introduction.

Based on the Public Health Act preventive regulations were therefore introduced in 2018, including the obligation to import and store the tires in a dry state. Because the eggs that may be in the tires need water to hatch.

According to the platform, the presence of exotic mosquitoes indicates therefore alert the companies to the fact that the companies violate those rules. Therefore, in April 2021, the platform submitted a request to take enforcement action against the ten companies where tiger mosquitoes or yellow fever mosquitoes were found in the years 2018 to 2020. This concerns the tire companies of Kargro in Montfoort and Emmeloord, Robeo in Lelystad, Gebroeders Kraan in Almere, Heuver in Hardenberg, Dikabo in Assen, Ruband and Profile Tire Center in Weert, and Vrakking in Etten-Leur and Heijningen.

Wilfred Reinhold, chairman of the platform: “The request was rejected without any motivation. The decision did show that the NVWA inspectors had been sent to the ten tire companies in the spring of 2021 to pay a visit there. With regard to Robeo in Lelystad, the decision read:

According to the company, almost all tires are dry on arrival. The company has indicated that if a tire incidentally turns out to be wet upon arrival, it will be sucked out immediately before it is labeled and moved. During the inspection it was found that the company complied with all technical-hygienic regulations imposed on this company.’”

The NVWA wrote In a Report of Findings about a visit to Kargro in Montfoort: “I found that almost all tires were bone dry, both inside and out. There was some water in two tires that partially splashed out when unloading. I have regarded this as an incident.”

Reinhold: “In one case, the company itself admits that it violates the ban on the import of wet tyres, in the other case the NVWA itself finds that wet tires are being imported. But in both situations no enforcement action is taken.”

The court hearing will take place on Monday, November 28 at 10:30 am at the Court of Amsterdam, Parnassusweg 280. The hearing is open to everyone.
