The National Basketball Association imposed a $30 million fine against the Los Angeles Clippers and forced the franchise to forfeit five first-round draft picks following a near-yearlong investigation into salary cap circumvention. The penalties, announced on a Wednesday, mark the largest fine in the league’s history and stem from rule violations connected to star player Kawhi Leonard.

NBA commissioner Adam Silver stated that he was deeply disappointed
by the franchise’s actions and added that the severity of the penalties reflects the seriousness of the violations.
The investigation was conducted by the New York law firm Wachtell Lipton, which issued a summary report detailing institutional and leadership failures.
Severe Suspensions Issued to Executives and Owner Steve Ballmer
In addition to the financial penalty and draft pick forfeiture spanning from the 2029 through 2033 NBA drafts, the league handed down significant suspensions to key figures within the LA Clippers organization:
- Steve Ballmer: The team owner was suspended from all league and team activities for 12 months for his role in matters involving Leonard’s sponsorship contracts, including knowingly helping secure off-court income opportunities and approving business deals tied to endorsement agreements.
- Gillian Zucker: The president of business operations received a one-year suspension without pay for providing misleading statements to investigators.
- Lawrence Frank: The president of basketball operations was suspended without pay for six months.
- Dennis Robertson: Kawhi Leonard’s uncle and former business manager received a five-year league ban for playing a major role in the illegal signings and endorsement deals.
The league also mandated that both the organization and its personnel be subjected to a compliance and monitoring program overseen by the NBA for five years.
Kawhi Leonard Penalized and Responds to Findings
Kawhi Leonard was hit with a $700,000 penalty by the league. According to the investigation, Leonard and his former business manager pressured the organization to assist in obtaining off-court income opportunities and failed to reimburse payments made by the team for personal expenses. Investigators found that the team broke rules by facilitating endorsement agreements with four companies doing business with the franchise: Aspiration Partners, Boingo Wireless, Daktronics, and Lockton Insurance.
The investigation initially began following reports regarding a $28 million endorsement contract signed in 2022 between Leonard and the green banking company Aspiration, which also maintained a 300 million endorsement deal with the Clippers.
Leonard, represented by new agent Harrison Gaines, issued a statement acknowledging that he accepts full responsibility for lapses in judgment by people within my inner circle and regret the distraction this situation has caused the fans and my family.
Leonard further maintained that he entered into his contract and related agreements in good faith without knowledge of any intent to circumvent the salary cap.
Clippers Vow to Challenge Findings
The Los Angeles Clippers vehemently rejected the league’s conclusions, stating that the decision was the result of a heavily biased investigation that sought to justify a predetermined narrative. The franchise announced its intention to vigorously challenge the findings and penalties through every available avenue, pointing toward an anticipated arbitration process.
