Singapore has lost a foundational figure in urban development. Dr. Liu Thai Ker, widely celebrated as the “Father of Urban Planning” in Singapore, has died, leaving behind a legacy etched into the nationS skyline and living spaces. His influence spanned decades, shaping the island nation into the remarkably liveable city it is today.

What was Dr. liu Thai Ker’s core philosophy regarding city building? He believed that constructing a city required “the heart of a humanist, the mind of a scientist, and the eye of an artist,” a sentiment echoed by Prime Minister Lawrence Wong in a recent tribute.

Dr. Liu’s 1991 Concept Plan was a landmark achievement, articulating a “bold vision” of an island city where nature, water bodies, and urban development were interwoven.

Minister for National Development Chee Hong Tat described Dr. Liu as a “pioneering figure” in Singapore’s housing and urban development. During Dr. Liu’s leadership at the Housing and Development Board (HDB) and later as chief executive of the Urban Redevelopment Authority (URA), he was instrumental in shaping Singapore’s public housing program and long-term urban planning strategies.

At HDB, Dr. Liu oversaw the development of 20 new towns and the construction of more than 500,000 public housing units. “Dr Liu devoted his life to building our nation, with quality homes, strong communities and stunning living spaces,” Mr. Chee stated. He added that Dr. Liu, during a meeting approximately two weeks prior to his death, spoke with “clarity and conviction” about Singapore’s urban future, sharing his insights on improving the city.

“This is a testament to his lifelong dedication to public service and this country he cared so deeply about,” Mr. Chee concluded. “Dr Liu Thai Ker’s legacy will live on in the beautiful neighbourhoods we call home,this dynamic garden city we are proud of,and the generations of people whom he has inspired over the years.”
