The French government has been instructed to prepare a plan to protect France’s critical infrastructure, including its most sensitive defence industry and technology sites, against drone and cyber attacks. Interior Minister Laurent Nunez said all relevant state services and local authorities would be mobilised to prepare for the threats. Macron also reaffirmed France’s support for Ukraine and said Russian attacks on French soil would not go unanswered, without specifying what response France might take.
Sabotage, Drones, and the Expanding European Security Crisis
Hybrid warfare or hybrid attacks are loose terms which tend to describe non-military methods, for example cyberattacks, sabotage or misinformation, designed to exert pressure and destabilise an adversary. These are quite often employed using proxies, but Russia always denies involvement in such attacks despite growing evidence to the contrary. During his briefing, Macron mentioned last month’s drone attack on Leipzig airport in Germany, blamed on Russia, and remarks by Polish Prime Minister Donald Tusk suggesting Russia was planning drone and missile strikes against Poland and other countries on Nato’s eastern flank.
The broader European theater has experienced a wave of suspicious incidents, including a number of suspicious fires at defence facilities from Italy to Estonia, with some of the affected countries blaming Russia. On Thursday Tusk told Polish MPs that Russian plans included strikes by drones and missiles on countries supporting Ukraine. He said there was a “real riskof such strikes on the territory of Nato countries, with Moscow then claiming that they were
accidental”, in an attempt to split the alliance. Last Sunday, a Russian drone hit a passenger train near the Ukraine-Poland border shortly after former UK Prime Minister Boris Johnson and top European security officials had passed through along the same line. Ukraine said all the passengers had been evacuated just minutes before the strike at Yahodyn, which hit the train’s engine.
While Russian President Vladimir Putin has repeatedly said Russia does not plan to attack Europe, Foreign Minister Sergey Lavrov warned European nations against sending troops to Ukraine. Meanwhile, market observers noted that the market pricing for Russia’s potential military entry into Sloviansk by the end of 2026 has shown a decrease, indicating a view that escalating hybrid attacks may deter traditional military actions, while current market odds reflect a decreased expectation of Russian military advances into specific Ukrainian cities, possibly due to an anticipated defensive posture from NATO countries.
Weighing Resolve Against Strategic Intimidation
French leadership maintains that these provocations are intended to fracture European unity and undermine ongoing military and financial aid to Ukraine. Rejecting any suggestion of retreat, Macron asserted that French support remains absolute, adding that France would not be deterred.
The intent is to intimidate us and break our effort to support Ukraine. The result will be the exact opposite. We are not intimidated because we know that our security today and tomorrow is at stake in Ukraine.

Macron indicated that the participants will discuss both ways to avoid unnecessary tension between the G-7 countries and their key partners, as well as the possibilities of releasing quantities from strategic reserves or lifting restrictions, similar to the actions taken a few months ago. The French president made the statement at a press conference after receiving the leaders of the political forces represented in parliament for talks on the crises in the Middle East and Ukraine and their impact on energy markets, as his government is under increasing pressure due to high fuel prices and growing protests in France, with fuel prices in France hit new record highs earlier this month amid worsening tensions in the Middle East.
