Manama > Saudi Arabia has banned the manufacture, import, sale, installation, operation and maintenance of security surveillance cameras without prior approval. The law will apply to all ministries, government institutions, oil plants, power water treatment plants, commercial complexes, banks, hospitals, mosques including the Masjid-ul-Haram in Makkah, and holy places.

Meanwhile, installation of security surveillance cameras in examination rooms, inpatient treatment rooms and physiotherapy facilities in hospitals has been banned. The local newspaper reported that surveillance cameras were also banned from changing rooms, toilets, salons and women’s clubs.

Legally authorized persons must install, maintain and operate the security surveillance camera at all times and keep the recordings unaltered. Also, a board or panel showing that the camera is installed should be placed at key locations. The transmission and publication of camera footage is prohibited except with the approval of the Ministry of Home Affairs or the Head of the Security Department, on the basis of a judicial order or at the request of a competent investigative authority. The penalty for broadcasting or publishing video recordings in violation of the provisions is 20,000 riyals.

A fine of 500 riyals will be levied if the technical specifications related to the installation of the camera are violated. A fine of 1000 Riyals will be charged for each camera not installed as per the terms and conditions prescribed in the manual. Failure to keep video recordings will result in a fine of 5,000 Riyals. Those who destroy or damage security surveillance camera systems will also be fined 20,000 riyals.
