JAKARTA – Minister of State Apparatus Empowerment and Bureaucratic Reform or Minister of Administrative and Bureaucratic Reform Abdulah Azwar Anas revealed, the reason the government provides the 13th salary and holiday allowances ( THR ) in full to all civil servants ( PNS ).
This policy has also been stated in Government Regulation (PP) Number 14 of 2024 concerning Providing THR and Thirteenth Salaries to State Apparatus, Pensioners, Pension Recipients and 2024 Benefit Recipients.
“This was conveyed earlier by the Minister because firstly the state’s financial capabilities are getting better, secondly giving appreciation to our ASN (state civil servants) who have worked hard to provide the best service for the people,” explained Azwar Anas in a press conference at the Ministry of Finance, Friday ( 3/15/2024).
“Third, our hope, as stated by the President, is to encourage the performance of our ASN in the future to be much better than before,” he added.
He added, for this year THR will be given to civil servants and civil servant candidates, PPPK as honorary officials appointed by P3K, TNI, Polri, special staff officials at institutional ministries, the KPK Supervisory Board (Dewas), DPRD and ad hoc judges.
“To supervise ASN, they will receive a basic salary, family allowance, food allowance, position/general allowance, then 100% performance allowance (tukin) in ministries or central government institutions. “For regional agencies, regional financial adjustments are as high as 100%,” he said.
Pensioners will receive a basic pension salary, family allowance, food allowance and additional pension income. For teachers and lecturers there is a professional allowance of 100%.
The THR will be paid no sooner than 10 days before Eid al-Fitr. Meanwhile, the 13th salary will be paid in June 2024 and if not completed, it will continue in July.
The THR and 13th salary will be received in full by civil servants and ASN because the Ministry of Finance will not impose deductions on contributions and income tax (PPH) will be borne by the state.
