Mexico’s government has launched a new program aimed at keeping students in school: the Beca Universal de Educación Básica “Rita Cetina.” The initiative, described as a priority, seeks to eliminate financial barriers that prevent children and adolescents from continuing their education. The “Rita Cetina” scholarship is available to families with children enrolled in public preschool, elementary, or middle school. For the 2024-2025 school year, the program will initially focus on all middle school students. The financial support consists of 1,900 pesos every two months per family, with an additional 700 pesos for each student in middle school. So a family with two children in middle school would receive a total of 2,600 pesos bimonthly, according to program details.

The enrollment process for the Beca Universal de Educación Básica “Rita Cetina” will unfold in three stages. The first phase involves informational assemblies at each public middle school, beginning September 4th, to explain the benefits and application process to families. Following this, online registration will open on September 15th through the official program website: www.becaritacetina.gob.mx. Families already receiving the benefit do not demand to re-register. Once the data is validated, beneficiaries will receive a card from Banco del Bienestar, where the funds will be deposited.

A key requirement for registration is a Llave Mx account, the official digital account for accessing government services online. Applicants will need basic documentation including a CURP (Unique Population Registry Code), official identification, proof of address, and the school’s Clave de Centro de Trabajo (CCT).

Honoring a Legacy of Educational Advocacy

The scholarship is named in honor of Rita Cetina Gutiérrez (1846-1908), a Yucatecan teacher, writer, and feminist who championed women’s education in Mexico. Cetina Gutiérrez founded La Siempreviva and the Instituto Literario para Niñas, and is considered a pioneer of the feminist movement, mentoring generations of social activists, including Elvia Carrillo Puerto. Her legacy, officials say, underscores the program’s commitment to education as a universal right, not a privilege.

The government views the “Rita Cetina” scholarship as more than just financial assistance. It’s framed as an investment in equality, dignity, and the future of Mexico. “Ensuring that every student has the same conditions to learn is sowing the future in millions of homes,” a government statement reads. The program aims to reduce school dropout rates and provide equitable opportunities for all students, regardless of their socioeconomic background.

The Beca Universal de Educación Básica “Rita Cetina” is designed to eventually benefit 5.7 million secondary school students in its first phase, with plans to expand to include all 21.4 million students in basic education throughout Mexico. The program builds on existing efforts to expand access to education and address systemic inequalities within the Mexican education system.
