Minnesota has filed a lawsuit against the Trump administration,escalating tensions over federal immigration enforcement and following the fatal shooting of a woman during an ICE operation last week.
State Claims Federal Overreach in Immigration Surge

The stateS complaint, filed in federal court, seeks to halt the deployment of up to 2,000 additional immigration officers authorized by the Department of Homeland Security. Officials have touted the operation as a means to ramp up President Trump’s efforts toward mass deportations, claiming over 2,000 arrests have already been made in the city as the surge began last month. ICE has characterized the Minnesota operation as its largest enforcement effort to date.
According to the lawsuit, Operation metro Surge violates federal law by being arbitrary and unfairly focusing on Minnesota while other states experience less intense scrutiny. The state contends the administration’s stated rationale of combating fraud is a pretext, arguing ICE agents lack the necessary expertise in such investigations.
The lawsuit further alleges the federal government is targeting Minnesota for political reasons, a claim that, if proven, would constitute a violation of the First Amendment.

“Thousands of armed and masked DHS agents have stormed the Twin Cities to conduct militarized raids and carry out hazardous,illegal,and unconstitutional stops and arrests in sensitive public places,including schools and hospitals – all under the guise of lawful immigration enforcement,” the lawsuit states.
Minnesota is also requesting a court order prohibiting federal officers from threatening the use of physical force or brandishing weapons against individuals not subject to an immigration arrest, and seeking other limitations on federal law enforcement actions. The state aims to prevent the federal government from arresting U.S. citizens and visa holders without probable cause of criminal activity.
The trump administration has deployed federal law enforcement to several cities and states with Democratic leadership,citing a need to address illegal immigration and other crimes. Democratic leaders have countered that these deployments represent a politically motivated abuse of power.
The situation escalated last week when an ICE officer shot and killed Renee Good,37,as she observed the law enforcement action in Minneapolis.Homeland Security officials stated that Good approached the vehicle, and about 20 seconds after Good pulled up, a passenger, believed to be her wife Rebecca Good, exited the vehicle and began filming.
