Argentine chef, 26, Killed Resisting Robbery; Attacker Also Dies in Moreno District

A young Peruvian chef seeking a better life in Argentina was fatally shot during a robbery attempt in the Buenos Aires province of Moreno last week, in a confrontation that also resulted in the death of the assailant. The incident highlights growing concerns about insecurity in the region.

A deadly Encounter in Moreno

The tragic events unfolded in the early hours of Tuesday, October 21st, after Oswaldo sivipaucar Ramírez, 26, left his workplace, the Peruvian restaurant “mi Rico Cajamarca,” located at 300 Nemesio Álvarez Street. Accompanied by his girlfriend, sivipaucar Ramírez walked five blocks before being ambushed at the corner of Martín Fierro and Libertador by an armed robber.

According to reports, Sivipaucar Ramírez bravely resisted the robbery, leading to a violent struggle. During the altercation, two shots were fired – one striking the chef in the chest and the other hitting the attacker in the head. Neighbors, alerted by screams and gunfire, immediately contacted emergency services.

Both Sivipaucar Ramírez and the attacker,identified as Ruben Alberto Cisneros,42,were rushed to the Mariano and Luciano de la Vega hospital. Despite medical intervention, Sivipaucar Ramírez succumbed to his injuries around 9:00 AM on Tuesday.Cisneros was also pronounced dead shortly after arrival.

A History of Crime and a Seized Weapon

Local media outlets reported that Cisneros had a prior history of similar offenses. Police recovered a .32 long caliber revolver from the scene, which lacked visible serial numbering. The investigation, initially classified as “homicide during robbery,” has been altered following the death of the perpetrator.

The case is now under the jurisdiction of Functional Instruction Unit No. 2 of the Judicial Department of Moreno and General Rodríguez, led by prosecutor Carina saucedo.

Sivipaucar Ramírez, originally from the city of Andahuaylas, Peru, had recently arrived in Argentina, driven by a desire for improved economic prospects. A passionate Boca Juniors fan, he was described by friends as optimistic and hardworking. His family, devastated by the news, traveled from Peru to Argentina to bring him home.

A wake was held on Thursday at “Mi Rico Cajamarca,” the restaurant where Sivipaucar Ramírez had been employed. His remains were then laid to rest at a local cemetery the following day.

News of the tragedy quickly spread through Peruvian community groups on social media, prompting an outpouring of grief and support for his family. A poignant message from his brother, shared online, read, “Rest in peace, little brother. Now you are by our dad’s side. I am left with everything we have experienced together, a lot of beautiful memories.You will always live in our hearts.”

A Second Incident Raises Security Concerns

This incident occurred amidst broader concerns about rising insecurity in the Buenos Aires province. Just weeks prior,in mid-October,a City Police officer shot and killed a 17-year-old attempting to rob her and her boyfriend while they were riding a motorcycle near the Bilbao bridge over the Reconquista River.

That incident also involved a struggle, culminating in the officer discharging her weapon, fatally wounding the teenager. The accomplice fled the scene. The deceased was identified as R.L.R., and the case, classified as homicide and aggravated robbery, remains under investigation by prosecutor Leandro Ventricelli of UFI No. 1 of Moreno-General Rodríguez. The officer involved has not been charged, with authorities citing self-defense.

These two separate, yet tragically similar, events underscore the escalating challenges faced by law enforcement and citizens alike in the Moreno district and raise critical questions about public safety and the protection of vulnerable populations.
