Moroccan Blood Agency: The bill adopted in committee

The commission of social sectors in the House of Representatives adopted, this Thursday, by a majority, bill N° 11.22 relating to the creation of the Moroccan agency for blood and its derivatives.

The text, adopted by eleven votes in favor and one abstention, comes under the provisions of article 32 of framework law No. 06.22 relating to the national health system. The Minister of Health and Social Protection, Khalid Aït Taleb, accepted the four amendments presented by the parliamentary groups and groupings in the House of Representatives.

The text of the law relates to the creation of the Moroccan agency for blood and its derivatives, as a public establishment endowed with legal personality and financial autonomy, which will replace the CNTSH and all the centers blood transfusion centers.

The objective is to overcome the problems and constraints faced by the National Blood Transfusion and Hematology Center (CNTSH) and all the regional blood transfusion centers, which negatively impact the management of this vital sector.

The draft law includes provisions setting out the missions, powers and roles assigned to the agency as an institution responsible for implementing the strategic guidelines of State policy aimed at developing a blood stock capable of to meet national needs and to ensure the availability, safety and quality of all blood-derived products, whatever the circumstances.

It also provides for provisions defining the administrative and management bodies, namely the board of directors and the director of the agency, while determining the powers of each of them, the operating rules of the board of directors and the criteria for the validity of its deliberations, as well as the administrative and financial organization of the agency and its human resources.
